Summary of the contracting process

The North Ayrshire Council is looking to replace its HR Payroll CRM and ICT Helpdesk systems with a single platform, projecting a supply need over the next two years. The procurement process is currently at the Award stage, and although the tender has been marked as unsuccessful, it previously detailed a projected value of £2,000,000. The procurement method used was an open procedure, and all activities are based in Irvine, UK. Interested businesses should note that the tender submission period concluded on 6 April 2018, while the estimated contract period was set to start on 2 July 2018 and run until 1 July 2023, with an option for extensions.

This tender represents a substantial opportunity for businesses specialising in integrated digital solutions, particularly those with expertise in cloud and software-as-a-service (SaaS) technologies. Companies that can demonstrate experience in providing IT service desk, HR, and payroll systems within a unified framework will be particularly well-positioned to compete. Furthermore, suppliers should be prepared to align their offerings with the council’s strategic objectives, which include achieving efficiencies and a single customer view in line with their Digital Strategy. The tender also emphasises community benefits, which could provide an edge for suppliers committed to delivering social value alongside services.
