Notice Description

Queen Margaret University is based near Edinburgh, Scotland. The project is to replace the current cashless EPoS solution used within QMU. This includes all hardware and software. Catering services are currently provided and there are several food and drink areas. QMU are seeking a complete EPoS front and back end solution with contactless payment and mobile device payment options to support its entire customer community. The adopted system will run using the clients existing Mifare 1K Classic card which is used for many on site options, as the primary identifying token. The current card management facility is ChipNet. Potential suppliers will be expected to be able to work with that solution initially, while recommending a migration plan onto a new solution, either in house developed or as a fully integrated part of their EpoS offering.

Lot 1

The project is to replace the current cashless EPoS solution used within QMU. This includes all hardware and software. QMU currently have an integrated smartcard system used for cashless payment. Staff and students currently top up either via PayPal or top up machines located on campus. These machines can take cash and cards. Note students do not pay VAT on any food item, staff do, so any system will need to manage this automatically. The solution is required to be account based not on card with data held on the clients on site server, or cloud based. Queen Margaret University will consider using card based kiosks, plus notes and coins , if available, to enable staff and students to add value to their account along with a web based loading solution. Please confirm that you are able to accept all UK 5,10 and 20 GBP Sterling notes. Suppliers should explain in detail their solution and identify all associated costs. QMU are also ideally looking for a mobile app for users to load value running on all mobile platforms. It's likely that there will be only one tariff in use although consideration as to transaction cost for visitors using their own bank card needs to be considered. There are also a variety of vending machines on campus which QMU also wish to be cashless. The scope of the project entails procuring and implementing a robust underlying smartcard database to replace ChipNet as well as a new future-proofed EPOS solution, without AVM.

To provide the most current and fully tested version of software and firmware. The version being proposed in this Tender bid must have proof of reliabilty and commercial stability. 2. The supplier must be able to work with a Mifare 1K card from a database feed. 3. The supplier must detail a fully integrated solution that includes all elements of both hardware and software to meet the full requirements. 4. Must be able to provide full range of hardware requested including vending readers to existing machines, noting client expects all hardware to have a 5 year life span. 5. The university is looking to retain some cash loading if at all possible. The supplier's must be clear as to what is being supplied against the options of loading offered. Supplier to confirm how it currently manages cash loading and that it operates under FCA e money regulations or equivalent and what type of security encryption and fraud protection is in place. For period of time funds are held again confirm the nature of this account and what money security regulations it applies/adheres to. Other loading options include Web, Card or mobile phone should be explained including options such as auto top up if available.
