Provision of Payroll Bureau Service
Notice Description
Zero Waste Scotland wishes to award a contract for the provision of a cost-effective, reliable and efficient payroll bureau service. This may be through configuration of an existing solution, or the design and build of a bespoke solution for Zero Waste Scotland. The appointed contractor will provide a high standard of service for the following key provisions: * Service or system build / configuration to meet ZWS requirements * System administration, data processing and security * Historic data migration and integration * User training for ZWS HR and Finance teams * Access for all ZWS employees to a staff portal and help desk service * Ongoing technical support, including upgrades and releases as relevant Please note: this list is considered indicative but not necessarily exhaustive. The service is required to be fully implemented for deployment on 01 April 2018

Zero Waste Scotland wishes to award a contract for the provision of a cost-effective, reliable and efficient payroll bureau service. This may be through configuration of an existing solution, or the design and build of a bespoke solution for Zero Waste Scotland. The appointed contractor will provide a high standard of service for the following key provisions: * Service or system build / configuration to meet ZWS requirements * System administration, data processing and security * Historic data migration and integration * User training for ZWS HR and Finance teams * Access for all ZWS employees to a staff portal and help desk service * Ongoing technical support, including upgrades and releases as relevant Please note: this list is considered indicative but not necessarily exhaustive. The service is required to be fully implemented for deployment on 01 April 2018. Zero Waste Scotland requests that the payroll service is capable of providing employees with access to historic data, dating back to April 2014, and the contractor will be required to prepare and deliver a plan to migrate and integrate this information in the same format and location as will be used following deployment of the new service.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.
Renewal: The contract shall be eligible for extension by a further two 36-month periods, which shall be consecutive to the original conclusion date of 31 March 2021. These extensions are subject to continued business need and funding, market assessment, and to satisfactory performance of the contractor during delivery. The contract shall not exceed 31 March 2027 in any circumstance

The Zero Waste Scotland office will be closed for the festive holiday period from 12:00 on Friday 22 December 2017 and will re-open at 09:00 on Monday 08 January 2018. No staff will be available to respond to any questions or queries raised during this period. Interested parties may continue to submit questions during this period and up to the deadline of 15:00 on Tuesday 09 January 2018, and Zero Waste Scotland will respond to those questions as soon as possible after the office re-opens. The deadline for tender submissions shall be 10:00 on Tuesday 16 January 2018.
