This service is for children, young people, adults and their family units who have settled in Angus and Perth & Kinross as part of a UK Humanitarian Aid Programme. Currently there are 16 families requiring your support. This amounts to 33 adults and 40 children and young people, all located either in Arbroath or Perth City. The service will need to be flexible. From time to time staff may be required to work outside of office hours and must be willing to travel. You will need to provide a dedicated telephone helpline, to be available during office hours, with an answering service outside of office hours. All our families are Syrian and will require interpretation and translation support as well as general support to achieve community integration, greater independence, less reliance on services and an increased sense of acceptance by the community in which they now live.

The service will address some of the important elements of a Humanitarian Aid Programme for people who have been resettled within Angus and Perth & Kinross. It will complement the work of the Local Authorities and the Home Office and will ensure that people resettling in Angus and Perth & Kinross have the best possible introduction to life in these areas. BACKGROUND In late 2015 The UK Government committed to a managed intake of 20,000 Syrian refugees from refugee camps in the Middle East, over the course of the current Parliament to 2020. The Scottish Government agreed to accommodate 10 per cent of this number (2000 individuals) to be distributed across the Local Authorities willing and able to participate. Angus and Perth & Kinross Councils volunteered to take part in the first phase of re-settlement. USER GROUP Relocated individuals settling in Angus and Perth & Kinross as part of UK and Scottish Government HA Programme. The user group will include children, young people, adults and family units. SERVICE ELEMENTS - The Service will be available on a flexible basis which may require staff to work evenings and weekends, be available at short notice, and be willing to travel throughout Angus and Perth & Kinross. - Arabic speaking staff will be required to assist with interpretation on behalf of relocated individuals and with translation of written materials as required. - A dedicated telephone helpline will be available during office hours, with an answering service for calls received outside of office hours. SERVICE AIMS Working with relocated individuals, the Provider will: - Support individuals in their own homes and in their communities, and be responsive to their diverse and changing needs; - Signpost individuals to the relevant services and information, provide the support they need to be able to use these services independently, and increase their awareness of the support available to them from within the community; - Support individuals to establish social contacts and to attend appointments and courses - for example, join a local interest group, attend ESOL classes, go to GP and dentist appointments, register with Job Centre Plus etc; - Encourage individuals to become active residents of Angus and/or Perth & Kinross, to connect to a supportive community and to use their skills to enrich the communities in which they live; - Encourage individuals to use their developing English language skills in social settings and in their engagement with the wider community; and - Explain laws and rights to individuals and be responsible for reporting any child or adult protection concerns to the relevant Local Authority. Working with local agencies and the wider community, the Provider will: - Engage and consult with a range of statutory and voluntary agencies in order to gain their support for the HA Programme in Angus and Perth & Kinross; and - With support from these agencies and the wider community, actively promote the integration of relocated individuals into their local communities. SERVICE OUTCOMES All Parties to this Service Specification will be committed to the principle of meeting the needs and aspirations of relocated individuals in every aspect of service delivery - in particular the Provider will focus on achieving the following outcomes: - Relocated individuals achieve community integration; - Relocated individuals feel enabled and empowered to become independent residents of Angus and Perth & Kinross; - Relocated individuals' dependency on statutory and other local services is reduced; and - Relocated individuals report that they are treated as equals, and that their individuality, confidentiality, privacy, choice and other such rights are being respected.. Please note the main contracting body will be Angus Council on behalf of both Angus and Perth & Kinross Councils. The service will be required to cover both areas.
