Lot 1

West Lothian Health and Social Care Partnership require a service provider to provide local information, advice and support services for carers and people with disabilities within West Lothian. Whilst West Lothian has well-established services currently providing information and advice to adult carers, young carers, minority ethnic carers and people with a disability and a community outreach for minority ethnic carers and peer support for people with a disability, a new service model aligns with the Integrated Joint Board's vision to increase wellbeing and reduce health inequalities across all communities in West Lothian by making a significant contribution in supporting individuals to remain at home with an improved quality of life and actively engaged within their local community.

Renewal: The Authority may extend the contract for a further period (s) of up to 24 months in total. However, the contract will not exceed 31 March 2023.

Where the Provider presents as a charity, they must be able to evidence their charitable status and registration with the Office of the Scottish Charity Regulator (OSCR). This service will be delivered in accordance with the following: Equalities Act 2010: The service must, in particular, identify information and advice likely to be of particular relevance to persons who have one or more protected characteristics (within the meaning of section 149(7) of the Equality Act 2010). Carers (Scotland) Act 2016: There is a statutory requirement under Section 34 of the Carers (Scotland) Act 2016 (the Act), which comes into force on 1 April 2018, for local authorities to 'establish and maintain, or ensure the establishment and maintenance of, an information and advice service for relevant carers.' The Act also sets out the sort of information and advice which the service must provide and how it must be provided. The legislation also outlines responsibilities in relation to hospital admission and discharge. A Fairer Scotland for Disabled People: the Scottish Government's Delivery Plan to 2021 for the UN Convention on the Rights of Persons with Disabilities has five long-term ambitions aimed at transforming the lives of disabled people in Scotland and ensuring that their human rights are realised. This includes the action - \"Disabled people to be empowered through peer support and learning and development opportunities to participate fully as active citizens\"."

The council will review any such information as part of the evaluation of Tenderer's financial status. In the event that a firm does not meet the financial criteria for consideration but has a parent company that does, the firm may still be eligible for consideration where their Tender Submission is supported by a Parent Company Guarantee. Should after review of the financial evaluation the tenderer fail, then the tender submission may be rejected."
