"description": "Summary of Requirements The Groups principal business activities are to provide a range of: housing, care, commercial property management and support services to people in need across central Scotland. An exercise is underway as part of a pre-procurement process to identify potential solutions for a new Group-wide Human Capital Management (HCM) platform. For licensing requirements we would look for indicative costs for 2,700 users, with scope to increase the number of users in line with anticipated future growth. Our staff are employed by different subsidiaries within the group on a range of different terms and conditions, pay cycles and pension schemes. We are looking to bring in a new HCM that will: Bring together employee data into a single system enabling us to create a single view of our people at individual, subsidiary and group level. Drive significant efficiencies through our people management processes, enabling us to reduce headcount in our central teams while releasing capacity by our operational managers Create a self-service environment for internal customers (line managers and staff) that mirrors the self-service environment we are increasingly creating for our tenants and other customers. As part of our technology programme, we are also looking at a Care IT system and a large aspect of this is an integrated Rostering system that can accommodate: a wide variety of customer needs (some of which can change at short notice) a wide variety of employees (full time, part time, shift workers, agency workers, each with varying working patterns, such as condensed hours, term-time working) links to holiday and training schedules and the ability to allow workers to switch shifts Restrictions due to minimum wage / sleep over / working time directive The rostering functionality will be used mainly in our Care areas and so may be best within our proposed Care system, however we do have call centres and environmental operatives that work on rotas and so it may make better sense to utilise the HCM system to hold our Rostering functionality. We are looking for options from suppliers as to whether they can offer a fully integrated solutions across both HCM and care or where they have a track record of successfully integrated with care systems. We would look at different options to inform our final procurement route. *** Please complete and return your submission to laurie.carberry@wheatley-group.com by the 26th Jan 18 *** NOTE: To register your interest in this notice and obtain any additional information please visit the Public Contracts Scotland Web Site at http://www.publiccontractsscotland.gov.uk/Search/Search_Switch.aspx?ID=523610.
