Provision of Homecare Services in Inverclyde
Notice Description
Inverclyde Council operates a Health and Social Care Partnership in conjunction with NHS Greater Glasgow and Clyde. Inverclyde Council are looking to appoint Providers to provide a Homecare Service to meet the Assessed Needs of Service Users. The Provider must provide responsive support dependent on the fluctuating needs of the Service User, which support must be provided 24 hours a day 7 days a week, 52 weeks per year. The Provider will operate within the network of health and social care services in relation to Care at Home Services. The contract is divided into 5 Lots.
Lot Information
Kilmacolm and Quarriers (East & West)

"description": "1. Inverclyde Council will check the financial status of applicants by means of a Dun and Bradstreet assessment. In order to be considered, applicants must achieve the following: A Dun & Bradstreet risk indicator of 3 or less APPLICANTS ARE STRONGLY ADVISED TO SATISFY THEMSELVES THAT THEY MEET THESE CRITERIA AS FAILURE OF THE FINANCIAL CHECK WILL MEAN THAT THEIR APPLICATION WILL NOT BE CONSIDERED FURTHER. APPLICANTS SHOULD ALSO SATISFY THEMSELVES THAT THEIR DUN AND BRADSTREET RATINGS ARE CORRECT AND IT IS THE APPLICANT'S RESPONSIBILITY TO RAISE ANY QUERIES WITH DUN AND BRADSTREET IF THEY FEEL A CORRECTION IS REQUIRED. THE COUNCIL WILL RELY ON THE RISK RATING IT OBTAINS AT THE TIME IT PERFORMS THE D&B FINANCIAL CHECK. If your organisation does not have a Dun & Bradstreet rating due to being exempt from submission of full audited accounts, please provide an explanation on why you are exempt in response to this question. This information will be required in order to check the bidders financial status. As evidence for the ESPD (Scotland) question 4B.1.1, the Procurement Officer may ask for annual accounts from the bidder. Bidders who do not comply with the above financial requirements but are part of a Group, can provide a Parent Guarantee if the Parent company satisfies the financial requirements stipulated above. The Lead Party in a Joint Venture or Consortium must comply with minimum financial requirements. 2. Tenderers must confirm compliance with the Inverclyde Council Governance procedures. These procedures are detailed within the Service Specification at J.20.1 & J.20.2. Tenderers must confirm compliance with this process within the technical Questionnaire in PCS-Tender. J.20.1 The Provider shall demonstrate the following: (i) how the Company is legally constituted; (i) evidence robust financial management and sustainability in audited accounts, including but not limited to financial records and audited accounts in relation to this Framework Agreement; (ii) provide copies of insurance certificates at commencement of Agreement and annually thereafter; (iii) have a clear and robust management structure; (v) have a dedicated full-time Registered Manager who will be responsible for all aspects of the service. The Registered Manager will be employed, managed, trained, supervised and accountable to the Provider and have a span of control agreed with Inverclyde Council; (vi) demonstrate an understanding of a re-ablement approach and evidence how this is reflected in practice; (vii) review the provision of the Service as specified in the Agreement; (viii) have management representation at all Inverclyde Council governance meetings and be available for all care and invoice enquires, contactable by email, and telephone; (ix) provide training to all employees relevant to their role and responsibility; and (x) if the Provider accompanies a Service User out in the community the Service User will incur the travel costs. Pursuant to the Governance Checklist appended to the Service Specification, the Provider shall comply fully with the Governance Checklist, including, but not restricted to, the mandatory 6 monthly Governance Meetings. The Provider shall ensure that a member of their management team attends said Governance Meetings. It shall be deemed to be a material breach of this Agreement if the Provider fails to attend the Governance Meetings."
