                "description": "Scottish Borders Council Homelessness and Financial Support provide information, advice and assistance to households who are homeless or at risk of losing their accommodation. Homelessness and Financial Support includes the following teams: Homelessness Case Officers; Housing Management; and Housing Support. Short term Housing Support Services can be defined as services which aim to develop a service user's capacity to maintain and sustain a tenancy following the completion of an agreed programme of support. Support will be provided to service users who have been assessed by the Council to be in need of short term housing support services in accordance with the Housing Support Services (Homelessness) (Scotland) Regulations 2012 and Section 32B of the Housing (Scotland) Act 1987 inserted by Housing (Scotland) Act 2010).. It is considered that this service is covered by the Procurement Reform (Scotland) Act 2014 under the \"light touch\" Regime.",

            "reductionCriteria": "4A.2-It is a requirement of this procurement that bidders are - Registered with and must maintain the necessary registration with the Care Inspectorate, for Housing Support Service, for the life of the contract. - All personnel who will be employed and volunteers used to deliver this contract are PVG registered. - staff (when required) will be SSSC registered. 4B.5-Insurance - It is a requirement of this contract that Economic operators hold, or can commit to obtain: - Employer's (Compulsory) Liability Insurance = 10,000,000GBP for each and every claim - Public Liability Insurance = 10,000,000GBP for each and every claim 4B.6-Accounts-Published financial statements may be used in order to undertake an evaluation of the financial affairs of an organisation. There will be no statements and questions used for section C or D of Part IV of the ESPD (Scotland). More detail is available in the additional information on PCStender website."
