Summary of the contracting process

Lot Information

Waterproof Clothing

Lot 1 - Waterproof Clothing - Require waterproof clothing suitable for a full week of outdoor fieldwork in all weathers, and in a variety of locations that can include remote upland locations where staff can be exposed to the full range of winter and summer conditions. Staff can be walking long distances, either carrying surveying kit and/or undertaking survey or they can be standing still for long periods of time whilst carrying out survey work. From a Health & Safety aspect their garments should be a bright colour for visibility.

Renewal: Initial period of 24 months, option to extend for a further 48 months.

Corporate Clothing

Approximately 450 permanent staff that have an annual allocation of uniform issued in March/April each year. There are five different uniform types for visitor facing staff - Edinburgh Castle, Stirling Castle, formal dress for Landward sites and casual dress for Landward sites and the Ranger Service. Edinburgh Castle, Stirling Castle and Landward sites have their own respective tartans. Kilt uniforms are not required as part of this contract, however tartan waistcoats and trousers are required. There are approximately 150 seasonal staff that may change from year to year, this means we also have a lot of uniforms which are only worn for a short time and still have life in them at the end of the season and thus will need refurbishing after the season to be re-issued out to new staff.

Personal Protective Equipment

Lot 3 will be reserved for a Supported Business. Approximately 250 members of staff who require clothing and personal protective equipment (PPE). The staff work on the historic buildings renovating and preserving the historic buildings and monuments. 8.3 A supported business' primary aim is the social and professional integration of disabled or disadvantaged persons where at least 30% of the employees of those businesses should be disabled or disadvantaged. EU Directive 2014/24/EU, recital 36: 'The unemployed, members of disadvantaged minorities, or otherwise socially marginalised groups.'

The tenderer must have a regularly reviewed and documented policy for H&S management, endorsed by the CEO, or equivalent. The policy must be relevant to the nature and scale of the work and set out responsibilities for H&S management at all levels within the organisation. The policy must be relevant to the nature and scale of your operations and set out your company's responsibilities of health and safety management and compliance with legislation. b. Documented procedures for recording accidents/incidents and undertaking follow-up action. This will include records of accident rates and frequency for all RIDDOR reportable events for at least the last 3 years. It must demonstrate a system for reviewing significant incidents, and recording action taken as a result including action taken in response to enforcement. c. Documented arrangements for carrying out risk assessments capable of supporting safe methods of work and reliable contract delivery where necessary. This must demonstrate that the tenderer has in place, and implements, procedures for carrying out risk assessments and for developing and implementing safe systems of work (\"method statements\"), and be able to provide relevant indicative examples. The identification and control of any significant occupational health issues must be prominent. Note - Organisations with fewer than five employees are not required by law to record risk assessments. d. Documented arrangements for ensuring that on-site welfare provision meets legal requirements and the needs/expectations of the tenderer's employees. This must demonstrate that suitable welfare facilities will be in place before starting work on site, whether provided by site specific arrangements or the tenderer's own organisational measures. e. You must meet any health and safety requirements placed upon you by law. 4D.2 - Environmental Management Systems - 15%. Tenderers must demonstrate - a. Documented arrangements for ensuring that the tenderer's environmental management procedures are effective in reducing / preventing significant impacts on the environment. This should evidence that the tenderer's organisation's environmental policy implementation plan provides information as to how the organisation aims to discharge relevant legal responsibilities and provides clear indication of how these arrangements are communicated to the workforce in relation to environmental matters including: sustainable materials procurement; waste management; energy management. This should include the arrangements for responding to, monitoring and recording environmental incidents and emergencies and complaints. b. Procedures for dealing with waste (e.g. waste management plans, waste segregation, recycling etc.). c. Documented arrangements for ensuring that any suppliers the tenderer engages apply environmental protection measures that are appropriate to the work for which they are being engaged, including procedures for monitoring supplier's environmental management arrangements and ensuring that environmental performance appropriate for the work to be undertaken is delivered throughout the whole of the tenderer's supply chain."
