The Scottish Government - in partnership with its criminal justice partners (Police Scotland, Crown Office Procurator Fiscal Service (COPFS), Scottish Courts and Tribunal Service (SCTS) and members of the legal defence community) - is seeking to learn more about the type and number of secure solutions and systems that are available to support the management of digital evidence and its onward sharing across the justice sector.

The systems sought should allow all evidence to be stored, accessed and shared in a secure and controlled digital environment. The evidence types which require to be managed include - but are not limited to - documents, videos, audio and images. High Level Functional Requirements: 'Store.' All forms of digital evidence can be stored either by direct access from the location of the original evidence such as an existing database, computer, mobile or body worn device, or uploaded using a web interface to the solution. 'Share.' Either a single piece of evidence, or all evidence related to a case, can be shared with internal colleagues and external justice partners, including the defence community. 'Convert.' Convert videos and other multimedia into a standard playable formats that can be viewed across a range of devices. 'Search/View.' All evidence stored can be searched and viewed based on the attributes linked to the evidence. 'Edit.' Tools are available, or can be integrated as part of the system, to allow evidence to be edited e.g. redacted, clipped or annotated, whilst maintaining the original version. 'Audit.' All changes made or access granted to a piece of evidence needs to be recorded and audit controlled. 'Archive/Destroy.' Rules can be defined and amended to determine when evidence needs to be archived or deleted. 'Reporting.' Reporting is available to supply Management Information and KPI data from the solution or an integrated reporting tool. 'Integration.' Integration to other systems, such as CMS/RMS and digital storage, can be achieved with a set of open tools and standards, such as APIs. High Level Technical Requirements: Storage. UK Cloud Storage. Security. Working towards or to have achieved certification in ISO/IEC 27001 (Information Security Management Systems Requirements) or equivalent. Must also have an appropriate selection of controls from ISO/IEC 27002 Code of Practice for Information Security Controls acceptable to the Scottish Government and its criminal justice partners. Access. Federated access capability to control and provide users with integrated access to the solution.. Notes of interest should include introductory information on proposed products or solutions, links to already published information and relevant case studies. Respondents will be sent additional information on our requirements and a standard set of questions. Responses to these questions will help us understand the range of relevant products and how well they meet our high level requirements.
