In recent years Edinburgh has seen a decline in the number of households being assessed as homeless or threatened with homelessness. This positive trend is attributed to the combined efforts of preventative support, housing and welfare advice, and the Housing Options approach. However, the scale and impact of homelessness in Edinburgh remains a concern for the City of Edinburgh Council ('the Council'). This concern is significantly contributed to by the pressures on providing sufficient move-on accommodation in which homeless households may establish a settled home. These pressures stem from the impact of welfare reform and the availability of affordable housing in the city. The Service shall achieve the following objectives. Objective 1: Establish a financially viable service in Edinburgh which provides access to the PRS for households who are homeless or threatened with homelessness. Objective 2: Contribute to a reduction in the demand for temporary accommodation in Edinburgh. Objective 3: All households accessing the Service have had their financial and support needs assessed, with referrals being made to appropriate housing support or advice providers. Objective 4: Establish positive relationships with private landlords, Council services and other partners. Objective 5: Prevent future homelessness by addressing any immediate tenancy concerns and assisting households to have saved for their own deposit.. See tender documentation

        "reviewDetails": "A tenderer that suffers loss as a result of a breach of duty under the Public Contracts (Scotland) Regulations 2015 may bring proceedings in the Sheriff Court or the Court of Session. The City of Edinburgh Council (the Council) will have a minimum standstill period of 10 days before awarding the contract. The communication of the award decision notice will be sent by fax or e-mail to all tenderers with the standstill period commencing on the next day. If proceedings are started in the Sheriff Court or the Court of Session against the Council in respect of the decision to award the contract within the standstill period then the Council is prevented from awarding the contract.
