    "description": "Under the DPS, mini-competition tenders will be evaluated to identify which of the eligible tenders will deliver best value for money for the organisation. This will be based on Quality and Price criteria, typically in the proportion of Quality 10:Price 90. This ratio may be varied for individual competitions under the DPS. Quality criteria will be linked to the subject matter of the contract and be based on the operational delivery of particular elements outlined in the specification.
