Procurement Information

Service Contract Awarded on the Basis of an Exclusive Right. The One Scotland Mapping Agreement (OSMA) gives the Scottish public sector access to Ordnance Survey addressing products. These products require the use of intellectual property rights (IPR) deriving from the Royal Mail's Postal Address File (PAF) and so attract royalty fees which are payable in the form of an annual licence arranged through a Royal Mail licensing framework. PAF is the UK's most complete database of residential and business postal addresses and PAF data is also used for a variety of other purposes across the Scottish public sector. Under the Postal Services Act 2000, the Royal Mail are the owners of PAF and Royal Mail has exclusivity in creating the postcodes and other addressing information fields that make up PAF. The statutory definition of PAF is contained in section 116(3) of the Postal Services Act 2000.
