2. Renfrewshire Council are seeking to engage Specialist Consultants in archaeology. The consultant will be required to design; secure statutory consents; lead the delivery of an eight-week archaeological dig and associated activities and report back to Renfrewshire Council.

Lot 1
The purpose of the services can be summarised as: providing the Client with archaeological-based information on their next steps towards investigating a range of options to increase public access to the Abbey Drain / Walkway. This information will be based on analysis of current dig and knowledge of past digs. The current dig and associated activities, which form part of this project, will also provide opportunities for community engagement and learning about heritage. Information collected during The Big Dig will enable the Client to fulfil their evaluation requirements to external funders. Appointment of this post is dependent on securing external funding from Heritage Lottery Fund, the outcome of which is expected to be known late April 2018 and the Client reserves the right not to award a contract under this tender exercise. There are four main elements to this commission: Identifying and designing appropriate investigation works, community engagement activities and securing necessary consents including Scheduled Monument Consent (SMC) (Stage 1 services) archaeological investigation (Stage 2 Services) delivery of community engagement and educational activities (Stage 2 Services) analysis and reporting on each of the above including recommendations for next steps (Stage 2 Services) A full description of the services required under each of these main element headings is provided in section 2 below. The story of Abbey Drain / Walkway is unique and its historical associations with Paisley Abbey and the development of Paisley are of national significance. The Abbey Drain / Walkway presents substantial potential to develop a visitor experience within the Abbey Quarter based on the spiritual, cultural and social aspects of medieval monastic life in Paisley. Development of such a visitor experience would be in keeping with a number of strategic aims of Renfrewshire Council and it partners, including: Paisley's Heritage Regeneration Strategy, "The Untold Story" - a strategy which recognises that Paisley's wealth of heritage assets is a driver for economic regeneration Paisley Town Centre Action Plan 2016 -2026 Renfrewshire Strategic Economic Framework 2016 -2018

The Council will review any such information as part of the evaluation of Tenderer's financial status. Where the Tenderer is under no obligation to publish accounts and therefore does not have a D&B Failure Score, they must provide their audited financial accounts for the previous 2 years as part of their Tender Submission in order that the Council may assess these to determine the suitability of the Tenderer to undertake a contract of this size. Where a consortium bid is received, the D&B Failure Score of each consortium member shall be assessed. Where the Tenderer intends to sub-contract more than 25% of any Contract value of a single sub-contractor, the Tenderer must provide a D&B comprehensive report on the sub-contractor. The Council reserves the right to request one copy of all sub-contractor last 2 financial years' audited accounts and details of significant changes since the last financial year end.
