Summary of the contracting process

Perth & Kinross Council is currently inviting operators to participate in a Dynamic Purchasing System (DPS) for transport contracts involving taxis and private hire vehicles. This tender, titled "Dynamic Purchasing System for Transport Contracts Operated by Taxis and Private Hire Vehicles," falls under the services category and is primarily aimed at general public services. The tender period is set to conclude on 27th April 2028. Interested parties will submit their applications electronically, and the estimated value of the contracts is £26 million. The procurement process follows a selective method, specifically a restricted procedure, involving various criteria aimed at ensuring high-quality service delivery.

This opportunity presents significant avenues for business growth, particularly for companies within the transportation sector, including taxi operators and private hire vehicle services. Businesses that possess the necessary licenses and insurances, as outlined in the tender requirements, such as third-party motor insurance and public liability insurance, would be best positioned to compete. Additionally, companies looking to enhance community engagement through employment-related benefits will find this contract appealing, as the council encourages submissions that offer community benefits alongside operational capabilities.

This will be based on Quality and Price criteria, typically in the proportion of Quality 10:Price 90. This ratio may be varied for individual competitions under the DPS. Quality criteria will be linked to the subject matter of the contract and be based on the operational delivery of particular elements outlined in the specification. The Quality criteria will be more precisely formulated at the tender stage and may be varied for individual competitions under the DPS. The buyer is using PCS-Tender to conduct this PQQ exercise.
