Scenario Appraisals: Scottish Local Authority Waste Services
Notice Description
Zero Waste Scotland wishes to provide a support service to those Local Authorities undertaking an Options Appraisal of their waste service provision, to ensure that any application received for funding is aligned with the Household Waste Recycling Charter and associated Code of Practice, has sought to maximise cost efficiency, and - where possible - to reduce the cost of its service provision overall.

Lot 1
Zero Waste Scotland wishes to provide a support service to those Local Authorities undertaking an Options Appraisal of their waste service provision, to ensure that any application received for funding is aligned with the Household Waste Recycling Charter and associated Code of Practice, has sought to maximise cost efficiency, and - where possible - to reduce the cost of its service provision overall. Support may be in the form of any of the following: * Baseline assessments of the current service provision * Options appraisals based on baseline assessments * Full Option Appraisals * Critical review of options appraisals The Contractor will use a standard spreadsheet tool to undertake any modelling work, to ensure a degree of consistency in outputs and assumptions between the Call Off support provided through this Framework Agreement. The outputs and deliverables required through this Framework Agreement will be specified during the Call Off process, but will typically include a report and / or a spreadsheet model. Deadlines will be appropriate for the complexity of individual Call Off requirements, but may be linked to the schedule of funding panel meetings where appropriate.. Economic operators may be excluded from this competition if they are in any of the situations referred to in Regulation 58 of the Public Contracts (Scotland) Regulations 2015.
Renewal: A further 12-month extension period will be considered, subject to continued business need and satisfactory performance during delivery.
