Summary of the contracting process

The City of Edinburgh Council is seeking suppliers for a Framework Agreement for Unescorted Passenger Journeys, an initiative aimed at providing transport for unescorted passengers primarily via taxi or private hire car within the local authority area of Edinburgh. The procurement process is currently in the Award stage, having completed its tender phase on 31 July 2018, where a total budget of £6 million has been allocated. This agreement is classified under the services category, specifically related to general public services, and is open for multiple service providers to engage in transport services for ad hoc journeys.

This tender presents significant business opportunities for taxi and private hire companies that can deliver unescorted transport efficiently in Edinburgh. Businesses in this sector should possess the necessary insurance, safety management policies, and a proven track record of service delivery in similar contracts. The framework agreement will include provisions for community benefits, encouraging bidders to demonstrate how their service delivery will have positive impacts on the local community, thereby enhancing their competitive edge in the procurement process.
