Notice Description

The Association is seeking to procure a contractor to deliver a multi-trades repair and maintenance service to tenanted, factored and void properties for a 5-year period commencing 1st April 2019. To successful Contractor will also provide a full 24/7 365-days-per-year out of hours emergency service for the duration of the Contract. All trades works including Builder, Roofing, and Joiner, Plumber, Electrical and Plaster work will be included within the contract and will be based on a schedule of rates.

The Association intends to appoint a single contractor to deliver the reactive and void repairs service. The works are further described thus: Reactive Repairs Services To carry out reactive repairs including out of hours emergencies to properties and common areas at various sites within Elderpark Housing Association's stock as may be required from time to time during the contract period by the contract administrator or his representatives. All trades works including Builder, Roofing, and Joiner, Plumber, Electrical and Plaster work will be based on a schedule of rates. The current annual estimated spend for this contract is approximately 300000 GBP (excluding void works - see below) and the average number of repairs is 3800 per annum. Void Repairs Services To carry out Repairs and Maintenance Services to void properties at various sites and locations within Elderpark Housing Association's stock. The works are as may be required from time to time during the contract period by the contract administrator or his representatives. All trades works including Joiner, Plumber, Electrical, and Plaster work, Painting and House Clearance / Cleaning will be based on a schedule of rates. The current estimated annual spend for this contract (for void works only) is approximately 200000 GBP and the average number of voids is approximately 120 per annum. The Association intends to have the highest ranked Tenderer carry out the entire delivery of the contract.

As a minimum it will be expected that the contract supervisor has SSSTS or equivalent experience in the sector. 4C.10 Bidders will be required to provide details of the proportion of the contract that they intend to sub-contract and who the sub-contractors are. Bidders will be required to provide details of how each sub-contractor has been selected, their capability, how you will manage the sub-contracts and the form of sub contract that will be used. Bidders must provide a completed ESPD for all proposed sub-contractors or they will be removed from the selection process.
