East Renfrewshire Council's Corporate and Community Services department are keen to get some feedback from suppliers on the current capabilities that are on offer with regards to Revenues and Benefits Collection and Administration Systems. The council are looking to market test the Revenues and Benefits area to ascertain if service providers can deliver services at a lower cost whilst improving service quality and efficiency. The Revenues and Benefits solution should be able to provide the following functionality as a minimum: - Billing & collection of Council Tax - Assessment and payment for Council Tax reduction - Managing multiple / high level debt cases for Council Tax - Assessment and payment for Housing Benefit - Management of Housing Benefit overpayments - Assessment and payment of Discretionary Housing payment - Assessment and payment for Scottish Welfare Fund - Administration and payment of Education Benefits - Compliant with national legislation including GDPR.

The Revenues and Benefits solution should be able to provide the following functionality as a minimum: - Billing and collection of Council Tax - Assessment and payment for Council Tax reduction - Managing multiple / high level debt cases for Council Tax - Assessment and payment for Housing Benefit - Management of Housing Benefit overpayments - Assessment and payment of Discretionary Housing payment - Assessment and payment for Scottish Welfare Fund - Administration and payment of Education Benefits - Compliant with national legislation including GDPR. The Council is keen to see areas of innovation and technological advances in the current market can offer including: - Management and combatting fraud - Customer self service - Process automation - Easy to access reporting capabilities - Integration opportunities through the use of APIs The council will invite a maximum of four interested suppliers to a demonstration event on 27th July held within East Renfrewshire Council Offices in Barrhead. Suppliers will be expected to provide a one hour demonstration of their product and a half hour Q and A session. Suppliers will be allocated a time slot during the day and will present to a number of Council officers. Interested suppliers are invited to register their interest and provide via email a detailed response no later than 12 noon on the 17th July to clare.dillon@eastrenfrewshire.gov.uk. The response should outline why they would like to take part in the demonstration and how they can provide the listed minimum functionality. Responses should also highlight how their solution can provide a seamless customer journey. Please also specify whether your system can integrate with Scotland's national authentication system mygov.scot My Account. It will be at the Councils discretion as to the 4 suppliers chosen, and we reserve the right to invite other Local Authorities to the demonstrations. Following the market research stage the Council will consider the information obtained and a decision will be taken internally on whether we issue an open tender to the market place / utilise any available frameworks. It should be noted there is no guarantee to any further competition / engagement with suppliers taking part in the market research stage. For any supplier not selected in the final 4 for demonstration the Council will be happy to keep you updated on any final decisions taken regarding next steps.
