The Scottish Parliament Corporate Body (SPCB) requires a Contractor to carry out an extensive modernisation of the lifts in The Scottish Parliament Building in Holyrood and then provide maintenance services to the modernised lifts. There are twelve main passenger lifts and one service lift (Hoist). Eleven of the main lifts are electric traction units and will be extensively modernised by replacing the control panels, door operators, push buttons, indicators and communication/remote monitoring systems. The twelth passenger lift is a hydraulic lift and will be replaced with an MRL (Machine RoomLess) electric traction lift. Should this not be feasible the hydraulic lift is to be retained and modernised to match the interface of the other lifts. The service lift (Hoist) and its controls will also modernised. Four of the existing traction lifts are designated as Fire Evacuation Lifts, a status which must be retained in accordance with BS9999:2017. The aim of the project is to install lift equipment and systems which is non-proprietary and open protocol such that any competent lift maintenance provider can maintain the lifts. The modernisation / replacement works will be carried out in accordance with a performance specification and to the latest Lift Design Standards where appropriate BSEN 81-20&50, 21, 28, 58,70,71,73 & 80 together with BS9999:2017 in respect of the Evacuation Facility. It is anticipated that the contract will commence April 2019 with on-site works beginning July 2019. The works will be phased over a 5 year period with 2-3 lifts being modernised each year, all works will only take place during The Scottish Parliament's summer recess periods, which is normally July and August each year. Provision of comprehensive maintenance will then be undertaken by the contractor on completion of each lift's modernisation work. The incumbent contractor will continue to maintain existing lifts until the modernisation works to each lift commences. Once the new systems are operational the contractor will provide full safe release training to the SPCB's onsite buidling maintenance team and software and interface training for staff. The successful bidder will also provide a planned and reactive maintenance service covering both the new and retained parts of the system. The reactive service will include a 24/7 call-out facility with appropriately skilled and knowledgeable engineers available to attend site and restore services to an agreed SLA. The contractor will eventually take comprehensive responsibility for the full portfolio for a period to be prescribed within the contract document. The Contractor will be required to work with many stakeholders including consultants, other contractors and SPCB staff and they must be prepared to operate in an environment which requires a high level of interaction between various stakeholders to deliver the services with minimal impact to the operations or business of the Scottish Parliament. All personnel involved in this project will require to complete a security clearance form for which there is no cost to the contractor.

"performanceTerms": "In order to ensure the highest standards of service quality in this contract the SPCB requires the Contractor to take a positive approach to fair work practices as part of the fair and equitable employment and reward package that includes the payment of a living wage to any staff working at the SPCB site. The contract will be subject to a performance management system with KPI's linked to a risk/reward mechanism, this will be reviewed and reported on monthly and risk/reward applied annually. Business Continuity Plans will be agreed and in place, reviewed and tested annually. A Community Benefits plan will be agreed and in place, reviewed and reported on monthly and annually. An Environmental Performance Improvement Plan will be agreed and in place, reviewed and reported on annually.
