Notice Description
The University of Edinburgh wishes to appoint a number of contractors to carry out reactive building maintenance and planned small works (up to the value of 50000 GBP (excluding VAT)) across the University estate. The contractor(s) will be required to manage all trades relating to building maintenance and small works up to the value of 50000 GBP, the delivery of which will be carried out around core business, and often in occupied buildings. The majority of the maintenance work will be fabric related, but there will also be a requirement to manage other trades, including mechanical and electrical, from time to time. Suppliers will be expected to plan works with the end user's operations in mind, and tailor a customer focused service with strong planning and communication throughout their organisation.

"description": "For all Lots: ESPD 4C.1.2 Statement 1 Bidders will be required to provide three examples of works carried out during the past five years that demonstrate that you have experience to deliver the works described in the OJEU Contract Notice which are similar in value and complexity of estate. These examples should demonstrate experience of delivering both lower value (below 1000 GBP) and higher value (up to 50000 GBP) works. Bidders should refer to the guidance document detailing what should be included in the response. ESPD 4C.1.2 Statement 2 Bidders are required to demonstrate how they have planned all work requests issued to them of varying value, achieved a high percentage of specified completion deadlines and how they have ensured that any urgent reactive service requests were managed without compromising the quality of any finished work. ESPD 4C.1.2 Statement 3 For information only; Community benefits requirements will be included in this contract. Please see PCST for more details ESPD 4C.2 Statement 1 Bidders are required to describe in detail how they have pro-actively managed the Health & Safety issues of current and past contracts, with particular emphasis on the safety of employees and all third parties affected by their works. Responses should identify any examples of work within sensitive or hazardous environments, e.g. residential accommodation, laboratories, animal houses and areas where asbestos may be present, etc. Bidder's response should must include detail of any accidents, near misses, cases of ill health and enforcement action from HSE within the last 3 years. Describe what corrective actions were put in place as a result of any significant incidents. ESPD 4C.2 Statement 2 Bidders are required to describe how they have ensured that their staff have had the relevant skills, qualifications and experience, to deliver the work required for contracts similar in size and complexity to this one. This should include details of how bidders ensure that their work across a range of trades and specialisms has kept pace with relevant industry standards, good practice and technological developments. Responses should also include information about how Contract/Account Managers are developed and supported in their role ESPD 4C.3 Statement 1 Bidders should provide an example of a Service Level Agreement (SLA) or equivalent which their organisation commits to with other customers which includes the following as a minimum: specified response times to reactive call outs, complaint handling procedures, estimate submission procedures, project delivery, and making good of defects procedures. Bidders will be evaluated on the practices they have in place to ensure they meet the SLA example (or equivalent) provided and the processes they have in place to demonstrate how this is reviewed with their customers. ESPD 4C.4 Statement 1 Bidders are required to describe the internal procedures their organisation has used in previous contracts to implement and manage planned project work and reactive maintenance purchase orders from first contact to commencement and completion on site. Bidders' own principal work activities/skills should be identified and the mechanisms employed to procure, manage and review all sub-contracted work and subcontractor appointments should be described in detail. a) For planned project work b) Reactive maintenance ESPD 4C.7 Statement 1 Bidders are required to provide details of their current environmental management measures, including receipt and verification of waste transfer note with regard to the disposal of waste (including any hazardous materials) and any innovative measures they have employed to reduce / offset their carbon footprint.",
