Midlothian Council is seeking a suitably skilled, resourced and experienced contractor to carry out pre-planned inspection, testing, maintenance and cleaning of all its mechanical & electrical (M&E) building engineering services and equipment including reactive maintenance and repairs where necessary. The mechanical aspects may include elements of infrastructure, plant and machinery, green technology, heating and ventilation and so on. Electrical systems might include, power supply and distribution, telecommunications, computing instrumentation, building control systems, and so on.
Renewal: The contract will be for an initial 3 years, with the option to extend by two further one-year periods.

Bidders must confirm if they hold the particular authorisation or memberships; -Any Contractor undertaking any electrical works shall be an Approved Contractor on the roll of the National Inspection Council for Electrical Installation Contracting (NICEIC), the Electrical Contractors Association of Scotland (SELECT), or equivalent. These aspects shall not be sub-contracted. -Any Contractor undertaking any works on mains gas services or LPG systems shall have the relevant Gas Safe registration. "minimum": "-Bidders will be required to have an average yearly turnover of a minimum of 1,800,000GBP in the business area covered by the contract for the last 3 years. Where turnover information is not available for the time period requested, the bidder will be required to state the date which they were set up or started trading. -The Authority will use Experian to check the financial stability / risks associated with a Tenderer, and require that they have at least a score of 51 out of 100 'Below Average Risk'. Relevant qualifications in gas engineering for staff responsible for this element of the services. These elements may not be sub-contracted. Relevant qualifications with regards to staff responsible for; -legionella / maintaining water systems. -Air conditioning units. -Lifts -Swimming Pool, saunas, steam rooms, etc -CCTV systems -Fire Alarms -Intruder Alarms -Door entry systems -Barrier Systems -Fire suppressant systems -Ventilation systems -Catering equipment -Chimney inspections -Nursecall systems -Solar panels Where the Tenderer will rely upon the accreditations of a sub-contractor in order to meet with the above, they must submit the appropriate sections of the provided ESPD as detailed in 2D.1.2 of that document. And/Or: Bidders will be required to confirm that their managerial staff have the following relevant educational and professional qualifications; Bachelor's degrees in mechanical engineering (SCQF Level 10 or above). Bachelor's degrees in electrical engineering (SCQF Level 10 or above). Management qualifications (SCQF Level 10 or above). These elements are not to be sub-contracted. Any detailed measures should also include plan for site waste management, reduction of carbon; contamination, considerate contractor etc."
