The Consultant is required to undertake research/apply their specialist knowledge of the criteria and purposes of the UNESCO Creative Cities Network (CCN) and the fit of Paisley to those criteria. The Consultant should provide a clear evaluation of the benefits, costs and risks involved in pursuing CCN status. The Consultant will prepare a report setting out the factors and conclusions of their evaluation of Paisley's likely success or otherwise in applying to join the CCN.
