Aberdeen City and Aberdeenshire Health and Social Care Partnerships have identified the need for purpose-built accommodation for individuals with complex needs and behaviours that can challenge services. The purpose of this Prior Information Notice (PIN) is to engage with suppliers to inform the options appraisal for collaborative commissioning of a specialist supported accommodation service. This is not a call for competition. As part of market testing the Partnerships are seeking expressions of interest from providers with experience of delivering specialist services to adults with complex needs in supported accommodation that are interested in working collaboratively to design and develop an innovative care and accommodation solution at a location that offers access to adults ordinarily resident in Aberdeen and Aberdeenshire. It is anticipated that the opportunities and benefits afforded by the completion of the Aberdeen Western Peripheral Route, and consideration of local labour markets will influence the location of the service. The Partnerships are interested in attracting expressions of interest from support providers seeking to develop capital portfolios or support providers with existing landlord partners able to identify flexible and sustainable supported housing options. Support from Council Asset Management Teams may be available to assist in the identification of sites. It is anticipated that the capacity of the service will be a maximum of 24, to comprise three projects of eight units. Residential care and supported living models are both under consideration at this stage. Developments will require to be sensitive to local communities and the environment. The Partnerships are interested in engaging with providers committed to collaborative working that delivers community benefits and those that are able to respond to procurement not just in terms of the value for money triangle of cost, quality and sustainability, but also to deliver economic and social benefits. The specialist service provision will be provided to an identified group of individuals with behaviours that challenge services and for whom the service type and model is assessed as required. This includes individuals with autism spectrum disorders currently supported out of area in hospital and residential care settings; and adults with forensic histories currently detained in hospital settings. The support model will offer high intensity support services that enable the service users to live as independently as possible in accommodation and with support that complies with national care standards, regulations and best practice. Progress towards Autism Accreditation will be required. By noting interest providers are agreeing to further engagement with the Partnerships to allow organisations with relevant experience to inform service development with no commitment to themselves or the Partnerships. The Partnerships may seek to engage with potential suppliers in an early market engagement event or enter into open discussions with suppliers responding to the PIN. In addition to a record of interest being submitted suppliers are requested to submit a brief report that demonstrates: - provider suitability to deliver specialist services to adults with complex needs - provider capacity to partner the Partnerships in the identification of innovative and sustainable living options - provider capacity to commit or attract capital investment Examples of similar collaborative work and innovative supported accommodation developments will be welcome.
