West Lothian Health and Social Care Partnership wish to establish a framework for an activity programme for holiday activities for children and young people with disabilities and their families or carers. The framework will be split into five different Lots with a maximum of five providers per Lot. The Health and Social Care Partnership seek service providers who will provide breaks for young people with a disability and their families (carers) within a group setting with other young people in a venue in the local area. The West Lothian Health and Social Care Partnership budgets for each Lot are stipulated within the Invitation to Tender and bidders must provide service delivery at an amount no more than budget. Please note that the Authority reserves the right to reject any tender which exceeds the budget on the grounds of non-affordability. The price will remain fixed for the duration of the contract and must include all relevant charges : no additional charges will be allowable.

Please note that if you intend on attaching 2 years accounts, these must include financial data over a 3 year period. It is recommended that candidates review their own Dun & Bradstreet Score in advance of submitting their tender. If following this review tenderers consider that the Dun & Bradstreet Score does not reflect their current financial status, details of this should be provided, complete with evidence of a good high street credit rating (the equivalent of Dun & Bradstreet score 35) from a recognised credit referencing agency. The council will review any such information as part of the evaluation of Tenderer's financial status. In the event that a firm does not meet the financial criteria for consideration but has a parent company that does, the firm may still be eligible for consideration where their Tender Submission is supported by a Parent Company Guarantee.
