Framework Agreement for Catering Services
Notice Description
The Council is seeking to establish a framework agreement for a quality catering service to deliver the Council's and Renfrewshire Leisure Limited requirements for a catering service for Civic events at various establishments within the Renfrewshire area including all Council premises and Renfrewshire Leisure community centres. There may also be a small requirement to provide catering for management lunches and meetings at the various Council premises. This is a mixed procurement for goods with services. Each event will be unique and will have varied requirements. Renfrewshire Leisure will also utilise this service as and when required.The framework contract will be for a period of 2 years, with the option for a further 2 x 12 month extensions. Lot 1
The Council is seeking to establish a framework agreement for a quality catering service to deliver the Purchaser's and Renfrewshire Leisure Limited requirements for a catering service for Civic events at various establishments within the Renfrewshire area including all Council premises and Renfrewshire Leisure community centres. This can range from simple refreshments such as tea, coffee and biscuits to a full sit down service with a hot meal and licensed bar. There may also be a small requirement to provide catering for management lunches and meetings at the various Council premises. The Council's primary objective in this tender process is for the provision of a quality catering service providing a full range of services in line with and appropriate to the type of function being catered for and suitable for the venue in which the function is being held. The successful Contractors will be expected to deliver to various locations throughout the Renfrewshire area. The successful Contractor will also be expected to catering for events out with the normal working hours of e.g. 8.45am to 4.45pm Monday to Friday.
Renewal: The framework contract will be for a period of 2 years, with the option for a further 2 x 12 month extensions. The option to extend is at the sole discretion of the Council and dependent on the performance of the Contractor.

"minimum": "The Council will use a Dun & Bradstreet (D&B) Failure Score of 20 or above. It is recommended that Tenderer's review their own D&B Failure Score in advance of submitting their ESPD Submission. If, following this review the Tenderer considers that the D&B Failure Score does not reflect their current financial status; the Tenderer should give an explanation within the ESPD Submission, together with any relevant supporting independent evidence i.e. audited accounts. Where the Tenderer is under no obligation to publish accounts and therefore does not have a D&B Failure Score, they must provide their audited financial accounts for the previous 2 years as part of their ESPD Submission in order that the Council may assess these to determine the suitability of the Tenderer to undertake a contract of this size. Where a consortium bid is received, the D&B Failure Score of each consortium member shall be assessed. The Council may undertake supplementary investigations to establish if the D&B failure score is a reflection of the current financial stability of the Tenderer; the outcome of such investigations will influence if a Tenderer is deemed to meet the minimum requirements to pass this bid selection stage in terms of their financial stability for the purposes of this contract. The Tenderer will be notified if supplementary investigations into the financial stability are being undertaken. Where the Tenderer intends to sub-contract more than 25% of any Contract value to a single sub-contractor, the Tenderer must provide a D&B comprehensive report on the sub-contractor. The Council reserves the right to request one copy of all sub-contractors last 2 financial years' audited accounts and details of significant changes since the last financial year end. The Council also reserves the right to reject the use of sub-contractors in relation to the Contract where they fail to meet the Council's minimum financial criteria of all sub-contractor last 2 financial years' audited accounts and details of significant changes since the last financial year end. Insurances Employers Liability - minimum indemnity limit of 5 million GBP each and every claim Public/Products Liability - a minimum indemnity limit of 10 million GBP for each and every claim, and in the aggregate in respect of Products. Motor Vehicle Insurance - in accord with the provisions of the current Road Traffic Act 1988 (as amended) - Please request a valid MV certificate."
