West Lothian Health and Social Care Partnership have a requirement for a Short Break (Respite) at home and in the community service to support and sustain the caring relationship either on a planned or emergency basis. This being achieved by meeting the needs, expectations and outcomes sought for both the cared for person and their carer. Thereby enabling the carer to have a break from their caring responsibilities whilst enabling the person requiring care to remain at home, avoiding or delaying the need for possible admission to an alternative care environment or increased levels of intervention. The Partnership intend establishing a framework with a maximum of two providers whereby suitably qualified and experienced providers may be awarded call off contracts from the framework. The framework will commence 1 April 2019 and will be for a period of three years with the possibility of extending for a period of up to a further twelve months.

Renewal: The contract may be extended for a period of up to a further twelve months.

If following this review tenderers consider that the Dun & Bradstreet Score does not reflect their current financial status, details of this should be provided, complete with evidence of a good high street credit rating (the equivalent of Dun & Bradstreet score 35) from a recognised credit referencing agency. The council will review any such information as part of the evaluation of Tenderer's financial status. In the event that a firm does not meet the financial criteria for consideration but has a parent company that does, the firm may still be eligible for consideration where their Tender Submission is supported by a Parent Company Guarantee. Should after review of the financial evaluation the tenderer fail, then the tender submission may be rejected."
