An Lochran is a multi-occupied site within the Inverness Campus, under shared ownership between Highlands and Islands Enterprise (HIE) and The University of the Highlands and Islands (UHI). The site is the main office for HIE as well as an important base for UHI's academic and research activities. Scottish Rural College (SRUC) is also a tenant within the building. This contract will be managed by HIE on behalf of other occupiers UHI and SRUC. The current facilities management requirements for An Lochran are divided into 3 Lots: - Lot 1: Cleaning Services - Lot 2: Reception and Security Services - Lot 3: Planned Preventative Maintenance and Reactive Maintenance This particular contract relates to Lot 2. Bidders who are interested in bidding for any of the other contracts can do so by locating the respective PCS/OJEU notices, which were all published on the same date with 'An Lochran FM' in the contract description.

Lot 1

HIE requires a suitably qualified and experienced supplier to provide a professionally staffed, customer-orientated reception service at An Lochran as well as security services for the building, car parks and immediate environs of An Lochran on a 24 hour, 365 days a year basis. A security presence will not always be required on-site and the service should be as a first responder and keyholder in the event of building issue. It is expected that these services will be required from 1 April 2019 for an initial period of 3 years, with HIE having the option to extend for a period or periods together not exceeding 1 calendar year following the Initial Term. The initial 3-year budget currently available to deliver this service is between GBP 200k and GBP 270k (excluding VAT). NOTE: bidders can submit a response for each of the Lots. However, they will only be awarded one Lot. For more details please refer to the "Restriction on Number of Lots Awarded" section in the Scope of Requirements and Tender Guidance Notes.. Economic operators may be excluded from this competition if they are in any of the situations referred to in Regulation 58 of the Public Contracts (Scotland) Regulations 2015.

Options: HIE reserves the right, on giving reasonable written notice from time to time, to require changes to the Services (whether by way of the removal of Services, the addition of new Services, or increasing or decreasing the Services or specifying the order in which the Services are to be performed). HIE shall not require any such change other than where it is permitted by Regulation 72 of the Public Contracts (Scotland) Regulations 2015. Examples of contract modifications can include (but are not limited to): -Changes in staff/visitor numbers require additional reception staff -Events/incidents/circumstances require heightened security -Out of hours reception and/or security is required due to events/planned preventative maintenance/reactive maintenance -Emergency security call-outs

Renewal: The Contract will be awarded for an initial period of 3 years with HIE having the option to extend for a period or periods together not exceeding 1 calendar year following the Initial Term.

It addresses some elements of the requirement but contains insufficient/limited detail or explanation to demonstrate how the requirement will be fulfilled. 2 - Acceptable - Response is relevant and acceptable. It addresses a broad understanding of the requirement but may lack details on how the requirement will be fulfilled in certain areas. 3 - Good - Response is relevant and good. It is sufficiently detailed to demonstrate a good understanding and provides details on how the requirements will be fulfilled. 4 - Excellent - Response is completely relevant and excellent overall. It is comprehensive, unambiguous and demonstrate a thorough understanding of the requirement and provides details of how the requirement will be met in full. In order to participate, bidders should register, for free, on the Public Contracts Scotland (PCS) website(www.publiccontractsscotland.gov.uk), and record their interest in this contract and download and complete all relevant documentation. Tenders must be submitted via the PCS postbox and must be received by the published deadline. Late tenders will not be accepted and HIE will reject any submissions received after the deadline.
