The West Lothian Alcohol and Drugs Partnership (ADP) is a multi-agency partnership that has strategic responsibility for coordinating actions to address local issues with alcohol and drugs. Its membership includes: - West Lothian Council - Police Scotland - NHS Lothian - Voluntary Sector - HMP Addiewell ADP require a suitably experinced and qualified service provider who will implement a delivery model for Recovery services for those persons within West Lothian who are recovering from addictions. It is recognised that the delivery model will develop over the duration of the contract and the process associated with working with the client group will be refined over time. It is therefore expected that the Provider will be flexible and adaptable in their approach and respond timely to changes in local need. WLDAP are currently reviewing ADP services and we would expect the provider of this commissioned service to be part of that review and be up to the challenge of providing services that will work with a new improved integrated approach to service delivery.. As part of the bidding process, the top four bidders (or any bidder who can realistically be awarded the contract) will be invited to undertake a presentation and question/answer session on either pm 21 January 2019 or pm 24 January 2019 at West Lothian Civic Centre, Howden South Road, Livingston EH54 6FF.
Renewal: The contract will be able to be extended for a period of up to 24 months (2 periods of 12 months).

The council will then conduct an analysis of the accounts to ensure that there is no significant financial risk. Please note that if you intend on attaching 2 years accounts, these must include financial data over a 3 year period. It is recommended that candidates review their own Dun & Bradstreet Score in advance of submitting their tender. If following this review tenderers consider that the Dun & Bradstreet Score does not reflect their current financial status, details of this should be provided, complete with evidence of a good high street credit rating (the equivalent of Dun & Bradstreet score 35) from a recognised credit referencing agency. The council will review any such information as part of the evaluation of Tenderer's financial status. In the event that a firm does not meet the financial criteria for consideration but has a parent company that does, the firm may still be eligible for consideration where their Tender Submission is supported by a Parent Company Guarantee. Should after review of the financial evaluation the tenderer fail, then the tender submission may be rejected."
