The City of Edinburgh Council requires a Service Provider who can deliver the support that meets the requirements for 16+ TCAC (Throughcare and Aftercare) Services. TCAC works with 16-26 year olds who require additional support as a result of assessed need and risk. Many of these young people and their families have complex needs and require a range of services.

The City of Edinburgh Council requires a Service Provider who can provide the support that meets the requirements for 16+ TCAC Services. The City of Edinburgh Council through Communities and Families delivers support services to vulnerable young people. The 16+ TCAC works with care leavers 16 - 26 year olds who require additional support as a result of assessed need and risk. Many of these young people and their families have complex needs and require a range of services. The 16+ TCAC aims to: provide support to the young people to make the transition into adulthood, including; support with accommodation; and support with friends and families. The 16+ TCAC Service has been working with an external Provider to provide additional support to young people and their families. The Provider delivers support to young people and families to meet the needs and risks of the young person and/or their families as identified through assessment. These vulnerable young people may include, but not be limited to, single parents, young people with additional needs or/and disabilities, victims of abuse, and child protection issues. The support service is known as the 16+ TCAC Service and has been running since 2004. The Service and the specification has been reviewed with no major changes made. Key elements of the 16+ TCAC Service include: 1:1 support work (direct work will be determined by the assessed needs of the young person), support within professional meetings, advocacy work, family work as well as attendance and report writing for formal reviews (such as Pathway Reviews) and Children's Panels; an active duty service to young people who do not have an allocated worker, this service must be provided for a minimum of 20 hours per week; support to at least 60 young people aged 16-21 years old at any one time, with these being classed as open cases, and continue to support these young people in line with the legislation up to the age of 26 years old; and staff to be based in City of Edinburgh Council offices and have access to SWIFT social work system. The Service aims to support young people making the transition from the looked after system to adulthood and semi-independent living. It provides a variety of services which includes working with the young person in developing their life skills and enables young people to enjoy the transition from care to adult interdependence and in other areas like identity work, self-esteem and practical and emotional support. The Service will also engage young people in social and educational experiences and help them access activity-based programmes, training and employment. The Service will operate within the context of local policy and guidelines and National legislation and guidance. This reflects the philosophy of care set out in the Scottish Government policies which stress the importance of positively delaying the age of leaving care. Provision of 16+ TCAC Services - The City of Edinburgh Council would like to engage with potential Service Providers who can provide the support that meets the requirements for 16+ TCAC (Throughcare and Aftercare) Services. The Council is currently gathering information and as part of the design process would like to invite all interested potential Service Providers to a Supply Market Awareness Event. The purpose of this event is to inform and engage with the supply market. Please note: by submitting your interest you are agreeing to further engagement with the City of Edinburgh Council. The Council may decide to competitively tender this contract in the future. -
