This tender seeks the continuation of the food & drink waste support currently provided by Mabbett since its introduction in 2016. The design and delivery of the Food and Drink Advice and Support Service supports the targets and priorities contained in a range of Scottish Government policies and strategies including the Climate Change (Scotland) Act (2009), Waste (Scotland) Regulations (2012), and Making Things Last - A Circular Economy Strategy for Scotland (2016). With approximately 1.35 million tonnes of food waste generated in Scotland, there is significant potential to prevent the creation of this waste stream. The Circular Economy Strategy includes a food waste reduction target, to reduce food waste by 33% by 2025. This target is one of the most ambitious in the world and will put Scotland on a trajectory to achieve the UN Sustainable Development Goal, which the Scottish Government have also signed up to, of a 50% reduction by 2030. The objective of this programme is to support the delivery of the Scottish Government food waste reduction target via the provision of one-to-one support to SME food and drink businesses. The appointed contractor will provide Scottish SMEs with food and drink waste audits, followed by implementation support and the development of case study content. The purpose of the service is to assist the SME in the identification of food and drink waste prevention measures, resulting in applications to either the Waste Prevention Implementation Fund, the Circular Economy Fund or the SME business loan where appropriate. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.
