Notice Description
North Lanarkshire Council are looking to reintroduce its collaborative residential utility switching scheme titled "It Pays to Switch" (the "Scheme").

The development of the Scheme is still in its early stages and it is currently envisaged that the service required would follow (albeit final specification and process are to be agreed) the summary below. In order to facilitate the Scheme, the Council is required to procure a service provider who will act as a broker / agent who already has an existing collaborative utility switching model that the Council could also have access to. The appointed service provider would be responsible for the management of the Scheme and would be required to provide administration resource for tasks including online registrations, call centre staff, relevant engagement with the energy providers; hosting of auctions etc. It is currently anticipated that collective switching auctions would run on a quarterly basis with the Council receiving a cash rebate for every new registration signed up and taken part in an auction.

"description": "To assist in the development of the Scheme, the Council is looking to engage with providers within the market who would be interested in this potential contract opportunity to assist with supply market analysis and for a better understanding on how similar schemes operate. Engagement will be undertaken via individual meetings with Council stakeholders in Motherwell however if providers are unable to attend meetings at this location then other options will be explored i.e. conference call, skype etc. It is currently anticipated that meetings will be held in mid - late February. In order to facilitate the required meetings, a standard agenda for use at all meetings will be applied: 1 - Introduction, 2 - Council Overview \"It Pays to switch\", 3 - Provider Overview, 4 - Market Overview, 5 - Collaborative Bidding / Auction Process, 6 - Procurement Approach, and 7 - Any Other Business. Additionally and to maintain transparency, all meetings held will be minuted by the Council. Minutes will then be issued to the providers who have met with the Council for their agreement and then published publically for the wider market to review.
