Notice Description
The council on behalf of City Parking (Glasgow) LLP invites suitable qualified and experienced applicants to submit bids for the Manufacturer and Supply Parking Tickets, Printer Rolls, Parking Permits and Vouchers. The ranked framework is expected to run for three years, estimated commence date 3rd June 2019 and ending on 2nd June 2022. The council will have an option to extend the framework for a period of up to twelve months which will be exercised by the council serving notice on the Applicant in accordance with the council's Terms and Conditions
Lot Information
Resident/Visitors Vouchers (Scratch Cards) and Parking Permits
All vouchers/scratch card must meet the minimum specification. All vouchers/scratch cards have a latex strip which must be scratched to reveal the appropriate information.Vouchers/scratch cards will be required to branded with Glasgow City Council. Parking permit paper is A4 with a perforated disc that can be popped out (similar to an old style tax disc). The disc has a hologram strip for authenticity purposes, the reverse of the disc also has print.Parking permit will be required to branded with Glasgow City Council Branded
Renewal: 1 period of upto 12 months
Penalty Charge Notice Printer RollsAll printer rolls must meet the minimum specification as approved by the equipment manufacturer (Casio) in order to ensure that the warranty and performance of the machines are not affected. Please note that during the framework period the City Parking (Glasgow) LLP may add or remove machines of which the service provider must accommodate. Where tickets supplied fail to meet the required quality and specification of the manufacturer and result in faults in the machines, the service provider will be liable for all charges incurred

Parking TicketsAll parking tickets must meet the minimum specification as approved by the equipment manufacturer for both Parkeon/ Flow bird Group & APT Skidata in order to ensure that the warranty and performance of the machines are not affected. As a part of the award criteria, bidders will need to confirm that they are able to manufacturer the parking tickets for both Parkeon/Flow bird Group and APT Skidada machines without impacting the warranty or performance of the equipment. Only bidders who confirm that they can meet this specific requirements will be carried through to the next stage of the evaluation. Where tickets supplied fail to meet the required quality and specification of the manufacturer and result in faults in the machines, the service provider will be liable for all charges incurred. Please note that during the framework period, we may add or remove machines of which the service provider must accommodate. The service provider for this lot shall be required to obtain/seek advertising for printing on the reverse of tickets. All advertising will be subject to approval by City Parking (Glasgow) LLP in accordance with Glasgow City Council's advertising policy. Any advertising space used by the service provider to promote advertising shall be subject to a guaranteed discount rate on the service provider quoted ticket cost. Service provider will be required to submit rates for tickets with and without advertising within the Commercial Envelope. City Parking (Glasgow) LLP shall have the right to place advertising on any available space whenever possible Branding Tickets will be required to branded.

The above would be expressed in the ratio Total Assets/Total Liabilities Bidder who do not comply with the above financial requirements, but are part of a Group, can provide a Parent Guarantee if the Parent company satisfies the financial requirements stipulated above. Questions: 4B.6 & 6.1 of ESPD: Applicants who have been trading for less than the 3 years noted above, must provide evidence that they are complying with the above minimum financial requirements for the period in which they have been trading. Applicants are required to provide a full set of accounts for the latest two individual trading years to verify that they are complying with the financial requirements of the Contract. The Council reserves the right at its own discretion to seek such other information from the Applicant in accordance with Regulation 61(7) or Regulation 61(8) of the Public Contracts (Scotland) Regulations 2015 to prove the Applicant's economic and financial standing. Applicants who are subsequently appointed to the Framework shall, during the lifetime of the Framework Agreement, inform the Council immediately of any material changes to the information provided in their submission in relation to economic and financial standing. The Council notes Regulation 60(9) and 60(11) of the Public Contracts (Scotland) Regulations 2015 and reserves the right to refuse to award a contract following a mini-competition should the Applicant no longer meet the requirements set out in this ESPD.",

"reviewDetails": "Precise information on deadline(s) for review procedures: Glasgow City Council must, by notice in writing as soon as possible after the decision has been made, inform all tenderers and candidates concerned of its decision to award the contract. The Council must allow a period of at least the relevant standstill period (where the notice is sent by facsimile or electronic means the period is 10 days ending at midnight at the end of the 10th day after that on which the last notice is sent, when sent by other means the period is 15 days) to elapse between the date of despatch of the notice referred to in Regulation 86 of The Public Contract (Scotland) Regulations 2015 (\"the Regulations\").
