Early Prevention and Intervention Support Service for North Ayrshire Alcohol and Drug Partnership
Notice Description
North Ayrshire Alcohol and Drug Partnership (NAADP) require a sole provider or a consortium of smaller providers, led by a large service provider to work in collaboration with the NAADP to deliver an alcohol and drug early prevention and intervention service. The service will be delivered to individuals aged 16 and over. The service will be required to operate 52 weeks a year, including public holidays. The service will be available during core day hours and will be expected to offer flexibility by extending into evening and weekend working where appropriate, to meet individual support need.

Lot 1
The service to be provided will be delivered across 3 categories; Category 1 - Identification, education and prevention (with an emphasis on peer led recovery) - It is planned that this will be 15% of the contract. Category 2 - Brief Intervention and psycho-social support - It is planned that this will be 55% of the contract. Category 3 - Ongoing Recovery support for individuals, carers and families - It is planned that this will be 30% of the contract. All 3 categories of service will deliver proactive, assertive outreach and persistent working approaches, balanced against respecting the voluntary nature of the service. The provider will support volunteer or moving on opportunities to service users who are ready to move on to the next step in their recovery. The required skill mix is a minimum of one third of the workforce secured for individuals with lived experience of alcohol/drug use and in recovery i.e. Peer Support Workers. The service will; - Operate alongside other services within a 'recovery-oriented system of care' (ROSC). -Be person centred, inclusive of family and significant others and keep people safe and free from harm. -Be trauma-informed and will connect with the local communities across North Ayrshire. Service users will be supported to develop their individual coping strategies. These should include but are not limited to the individual's psychological and physical health, their relationships, their housing situation, their financial situation family life, antisocial/criminal behaviour, employability and educational status, community involvement and social life. - Provide one-to-one befriending, social support and group support with the aim of supporting individuals to engage with their local communities according to individual need. This will include supporting individuals to access existing groups within communities as well as directly providing group activities as appropriate. -Offer a refreshed focus on seeking out and engaging with individuals not known to services, and supporting families and communities differently by delivering across the 3 structured service streams. It is recognised that the delivery model will develop over the duration of the contract and the process associated with working with the client group will be refined over time. It is therefore expected that the Provider will be flexible and adaptable in their approach and respond timely to changes in local need.
Renewal: The Contract commencement date shall be 1 July 2019 and will continue for a period of twelve months (1) year until 30 June 2020. The Contract may be extended for up to two (2) periods of twelve (12) months. Any such extension shall not take the continuance of the Contract to a date later than 30 June 2022.
