Notice Description
Provision of an accommodation based housing support service for homeless households as defined as needing Residential/Supported Accommodation within Aberdeen City Council's Rapid Rehousing Transition Plan/Pathway. The services will be provided to a core block of eleven (11) flats, five (5) flats provided by Langstane Housing Association at 27 Bloomfield Road and six (6) flats owned by Aberdeen City Council (Brierfield House), and an outreach service for approximately 40 people within the community.

The service will deliver an outcomes focused, personalised Housing Support Service for people, aged 16 years and over with a range of needs who are homeless or at the risk of being homeless. The housing support services will be delivered within designated accommodation and through outreach to individuals within their communities, offering a range of methods to support individuals. The focus of the service will be to enable independent tenancy sustainment and embedding people within the local communities and building resilience to prevent homelessness in the future. The accommodation will give individuals time to work on their skills to sustain a tenancy with additional on-site support available. This could be the first tenancy that an individual has held for a period of time, or providing respite from their existing home, to receive more intensive support to gain these skills. The accommodation based housing support service shall be provided 7 days per week, 52 weeks per annum, with operational hours determined by the support needs of clients. The outreach service shall be provided for approximately 40 people and be scheduled around the needs of the people and should operate at weekends, public holidays and in the evenings. The service will not be required for 24 hours/day. The service will be required to manage the caseload in order to facilitate support to all referred people from their day of referral or presentation. This will require a regular throughput as the service is not expected to hold a waiting list. No individual will be expected to receive support in this type of setting for more than 2 years. The service is required to be flexible and adapt over the life of the contract to meet the changing needs and requirements in Aberdeen, and through the delivery of the Rapid Rehousing Transition Plan. The service provider should be innovative, ready for change and able to review the service specification on a yearly basis. This will include moving towards an early intervention model of housing support if demand reduces and there is a move to locality working.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015. Note this is not a social work service. This service is being commissioned by Aberdeen City Council - Housing and Access. Note: contract value stated for 5 year contract term, which includes two one year extension options.
