Dental EPR PIN
Notice Description
NHS GGC is exploring the options for the possible procurement of a Dental EPR System that can be used in the Glasgow Dental Hospital (and other NHS GGC sites where acute/secondary care dental treatment is delivered). The objective of this exercise is to obtain up-to-date information and feedback from the market in order to: - understand market capabilities and solutions in relation to the functionality required; and - provide NHSGGC with indicative costs associated with the implementation and on-going support of a suitable solution

The implementation of a specialised Dental EPR solution will provide the Acute Service Team in the Glasgow Dental Hospital (and other NHS GGC sites where acute/secondary care dental treatment is delivered) with a specialised application enabling a complete move to electronic process/working in line with other services within GGC who are already operating in an EPR environment. The proposed implementation will enhance the flow of information throughout Acute and Primary Care dental services, which will lead to improved patient care. As a result, the patient experience should also be improved throughout the entire treatment pathway. In line with the Scottish Government's eHealth Strategy and other specialities within NHS GGC moving to an EPR environment within the Acute Dental Service is critical to enhance the use of electronic information, to identify ways of capturing data electronically and to provide a single clinical view of patient information. Providing an Electronic Patient Record will deliver a quality improvement in the standards of patient care by allowing access to appropriate information, ensuring more effective use of resources within the Acute Dental Service. This will allow the Service to stop using paper as the primary means of capturing and sharing information between locations including the transportation and storage of the paper case record, ultimately removing the existing paper record from use. If the Service does not move to the EPR environment it will remain out of step with the majority of other Acute Services. The possibility of linking with Primary and Community Dental services through a shared portal will allow dental patient care processes to be fully supported and information can follow patients irrespective of departmental and organisational boundaries. Promoting the integration of clinical detail in relation to patients' dental care, therefore supporting the health, wellbeing and safety aspect of all dental services. Unaddressed, this could lead to potential disjointed service provision. Therefore, information should be accessible to other care providers through Clinical Portal. The current situation where staff typically only have sight of information recorded in their own area gives rise to risk for the patient and issues with continuity of care, and integrated system will enable this to be addressed. Child protection, Clinical Governance and Data Protection issues should be identified more readily within Dental EPR systems. Clinical record keeping will be more robust in line with new General Data Protection Regulation (GDPR). This should include the decision support service on allergies and alerts this would be a major benefit to clinicians and a reduction in clinical risk to patients. Interested parties should be able to demonstrate how they would be able to overcome common difficulties in implementing including: - Compliance - staff have been used to working in their current processes and systems. What experience does the company have to support staff in the transition and engagement with change processes and new ways of working? - Compatibility - systems when introduced need to integrate into existing infrastructure e.g. TrakCare (Patient Management System), Clinical Portal, IT security, Business Intelligence Systems (reports), how will suppliers ensure that existing systems will function with existing hardware and software which can vary across the Departments? - Timescales - how will the supplier remain within project timescales with initial limited knowledge of individual local surveillance management procedures and systems - Benefits realisation - how can the supplier ensure that the expectations that are part of the business case are realised?
