We are contacting you as you are a supplier on the Scotland Excel Framework for the Treatment of Organic Waste ref 0816 and want to determine whether you are interested in bidding for the following mini competition:Using a mini competition via Public Contracts Scotland - Tender website, West Lothian Council seeks to award a contract for a period of an initial period of 4 years up to 31st March 2023 with the option to extend up to a further 3 years for the handling and processing of food waste and/ or green waste generated within West Lothian, inviting bids from service providers under the Scotland Excel Contract 0816 Treatment of Organic WasteLot 1 Food Waste,Lot 2 Garden Waste andLot 3 Co-mingled food and garden wasteTenderers can bid for individual Lots, multiple Lots or all of the following Lots. However, service providers are only invited to participate in this mini competition for the specific Lots they have been awarded under the Scotland Excel Contract 0816 Treatment of Organic Waste. Tenderers are required to hold the appropriate licencing and PAS 100 or PAS 110 certification as required when bidding.Outputs from the treatment process that are subsequently to be used as compost/fertiliser products shall conform to PAS 100 or PAS 110 as required by the Scotland Excel Contract for Treatment of Organic Waste.Note that the Authority is considering efficiencies which are likely to affect tonnages for all of the above Lots. From around the start of September 2019 it is planned to cease the separate collection of kerbside food waste from households. Households will then be required to place food waste into brown bins and the new co-mingled food and garden waste collection will commence. On 1st April 2019 the kerbside commercial food waste collection service ceased from any premises that is not an Authority premises. Bidders should note that this will mean that from around September 2019, the only separately collected food waste will come from Authority premises, such as schools and offices, so this waste stream is expected to decrease dramatically as a result.The Authority can only accept tenders that are able to provide the service required by* From commencement for Lot 2a brown bins and Lot 2b and green waste from Recycling Centres and other council services and sources* From commencement for Lot 1 Food waste.* 1st September 2019 for Lot 3 co-mingled food and garden waste.Depending on the location of service providers waste management facilities, the Authority willa) deliver waste in Authority vehicles to the service provider's site and/ orb) bulk and haul contract waste from Whitehill Resource Centre to the service provider's site,where it is operationally viable to do so, during the life of the contract.A variant bid proposing alternative bulking and haulage arrangements may be offered as part of a variant bid. The Authority may consider a variant bid, only if accompanied by a compliant bid in line with the mini competition specification.Bidders gate fee for processing and disposal cost per metric tonne of contract material will be combined with the Authority's Operational Cost per tonne for transportation and operational costs to give an overall service cost.
