SBRI provides innovative solutions to challenges faced by the public sector, leading to better public services and improved efficiency and effectiveness. It supports economic growth and enables the development of innovative products and services through the public procurement of R&D. It generates new business opportunities for companies, provides businesses with a route to market for their ideas and bridges the seed funding gap experienced by many early stage companies. The overall programme will be delivered over two phases. This is phase 1 of a potential 2-phase competition. A decision to proceed with phase 2 will depend on the outcomes from phase 1. Phase 1 is intended to show the technical feasibility of the proposed concept. The development contracts placed will be for a maximum of 3 months. A total of up to 50,000 GBP (inc VAT) funding is available per project. Phase 2 contracts are intended to develop and evaluate prototypes or demonstrators from the more promising technologies in Phase 1, and it is anticipated that funding will be up to 500,000 GBP (inc VAT) per project for a total of 2 projects. At this stage contracts will be let for Phase 1 only. Phase 2 contracts may be awarded to selected Phase 1 contractors. Phase 2 is only open to organisations that have completed Phase 1 and will follow a similar selection process. Applicants should state their goals and outline plan for Phase 2, as an explicit part of the path to full commercial implementation, in their Phase 1 proposal..     "description": "The Challenge There are over 1,500 protected areas, representing 17% of the land and inshore area, scattered throughout Scotland. These sites have been designated to safeguard internationally and nationally important habitats, species populations and/or geological features. The majority of protected areas are owned and managed by private individuals, many of whom derive an income from the land and may wish to make changes to their management. Before this can be sanctioned by the appropriate regulatory body, proposals must be assessed against the nature on the protected area to avoid or limit damage. At the present time information available to land managers and developers is very general and unstructured, which makes it difficult to scope and determine whether time and financial resource should be invested to bring the change to fruition. Through this Challenge SNH is seeking to investigate how the use of technology can deliver better targeted information and advice to land managers and developers. The outcomes sought for the challenge are solutions which allow the user to 'test' the proposal for the change being considered against: - the particular sensitivities or opportunities related to the protected area on the site of the proposed change - opportunities to improve nature in the wider area - highlight any constraints on taking the proposal forward. Where negative effects are likely, we would like to investigate how users could try different mitigation scenarios, based on the data we hold, to avoid or minimise any likely negative effects, and thereby increase the likelihood of approval for the proposal. Our anticipated User Groups would include: - Land owners - Land Managers - Developers - Local Authorities - Other Statutory bodies - Community groups - SNH staff Applications are encouraged which: - Demonstrate how SNH might utilise our datasets, particularly on monitoring and casework management, to provide users with better targeted information which will allow them to better understand the opportunities and sensitivities on a protected area in order to develop proposals which do not, or limit, damage and where possible enhance them. - Explore how this data could be interrogated spatially. - Investigate means by which the user could test different options for the design of the proposal and understand the consequences of these for the protected area. - Where SNH is not the authorising authority, allow users to identify other bodies who may need to be involved in development or approval of the proposal. - Identify other data sources which could be utilised to improve the range of information and advice available to the user for the particular proposal. - Can be adapted for other public sector bodies who wish to provide targeted information and advice to their customers. Outcomes: The overall programme will be delivered over two phases. This is Phase 1 of a potential 2-phase competition. A decision to proceed with Phase 2 will depend on the outcomes from Phase 1. Only successful applicants from Phase 1 will be able to take part in phase 2. Phase 1 - involves research and development contracts being awarded to demonstrate technical feasibility of the proposed project. A total of up to 250,000 GBP (inc VAT) is allocated to Phase 1 of the competition and it is anticipated that the feasibility study contracts will be in the region of up to 50,000 GBP (inc VAT) per project for up to 3 months.
