Scottish Government Payments Transformation - Alpha Stage
Notice Description
Scottish Government is considering the establishment of a common payments platform that could be reused across Scottish Public Sector. This PIN is to invite potential bidders to a Bidder Day, Wednesday 19th June, 10:00 - 13:00 in Edinburgh, to discuss the aims and scope of the alpha stage of the project and the strategic context it sits in. Scottish Government is considering the establishment of a common payments platform that could be reused across Scottish Public Sector. Organisations in the public sector in Scotland currently have to choose their own way of making and receiving payments. There is no shared service they can tap into that provides the fundamental common capabilities that they need. Instead, they have to go through a costly exercise of procuring a service which, unless regularly maintained, can fall out of regulatory requirement or become a potential security weakness. There are currently multiple ways of making and receiving payments across government and the public sector - there is clear duplication of effort and spend and this has created a confused landscape for both citizens and government Existing legacy systems, and the people and resources that support them, are being put under increased and potentially unsustainable pressure to deliver beyond their capability and capacity. This is particularly relevant in the case of SEAS, Scottish Government's core enterprise accountancy system The volume and values of transactions is only set to grow. We are being asked to handle new and complex requirements, through the introduction of new powers and an expectation that Government will provide an increased range of digital services, and deliver them through technology and processes that are not fit for purpose. Based on the data we have been able to correlate Scottish Government is currently processing around 1.5 million inbound transactions and making around 3.9 million payments out. Even with a relatively conservative estimate, this is set to increase to a total of 25 million transactions by the time all powers within the Scotland Act are realised. The project is now looking to procure a partner to deliver the alpha phase of the project and is holding a bidder day on Wednesday 19th June, 10:00 - 13:00 in CivTech, Edinburgh. The attendance will be limited to 2 individuals per organisation and to be book your place please use the Eventbrite link in the additional information attached to this notice. The day will cover the following areas: Strategic context and drivers for project and future service. Project findings to date covering: o User research o Service design o Architecture o Interaction Design o Accessibility o Performance analytics o Known constraints, dependencies and risks o Outcome based requirements for alpha and live service o Opportunity for potential bidders to ask Scottish Government Subject Matter Experts questions in an open forum.
