Notice Description

The Council wishes to award a contract to deliver a high quality, outcome focused Care and Repair service including a Home Handyperson service to assist older people and people with a physical/learning disability living in the Scottish Borders (who are owner-occupiers or living in privately rented accommodation)to remain in their own homes. The requirements of the service includes the provision of help and advice on housing repairs, improvements and adaptations, ensuring the work is carried out in accordance with the Care and Repair standards and to maintain service user satisfaction. The Home Handyperson service is also available to older people and people with a physical/learning disability who are living in accommodation rented from a Registered Social Landlord (RSL). Occupational Therapists are embedded in the service however are employed and line managed by Scottish Borders Council with a nominal line management by the service.

The main requirements of the contract are the delivery both Major adaptations (funded through a combination of means testing or self-funded) and Minor adaptations (these are funded through social work budget input). The service also provides a Handyperson service which is available to all older people or people with a physical disability. A Repairs service is also available and this used by people who are self-funding any repairs. - The provider will be required to have a proven record of delivering a successful Care and Repair (or similar) service - Experience of service delivery across both urban and rural Settings - Demonstrate an ability to deliver against key performance indicators (KPIs) - To have a robust quality assurance process to enable KPI and successful outcome monitoring - Evidence close partnership working with a range of professionals - Being able to demonstrate collaboratively working relationships with RSLs - Responsive and flexible - Deliver positive outcomes - Have a proven record of exceptional customer service The service maybe subject to review over the life of the contract. The Council may award additional or new requirements to the Care and Repair service or the Home Handyperson service where these relate to similar services delivered to older people and people with a physical/learning disability. The Council is considering a contract for a period up to 5 years with the option to extend for a further 24 months. The current annual value of the contract is 316,975 GBP The capital grant budget for major adaptations during 2019 is 375,000 GBP
