Aberdeenshire Council is planning the procurement of a method of capture and support for the provision of a video record of Council Housing prior to offer of accommodation allowing prospective tenants to view the accommodation as a virtual tour either as an alternative to visiting or as a filter to allow the choice on whether the property should then be viewed in person (accompanied or non-accompanied) or alternatively could be quickly discounted as an option. The video would be a virtual 'tour' of the external and internal features of the property and as well as supporting the offer process would remain on file in the Housing Service's stock condition database as a permanent record of the condition of the property prior to let and would be a source of information for staff as a desktop feature which may prevent the need for travel. The Housing Virtual tour project is will collect videos of empty properties, store them on a database and use these to allow to prospective tenants the opportunity to look at homes online rather than require a visit. Savings will be achieved through speeding up the Council House allocation process, preventing abortive time, travel (and carbon) for applicants and staff on accompanied visits to houses and allowing earlier decision making. Secondary benefit is to provide an asset management tool as a record or benchmark for reference by staff who may be checking features of a property or the condition of the property. Also a benchmark reference for comparison when the tenants leaves the property or retrospective claims by tenants for the duration of their occupancy in terms of the standard/condition when they moved into the property. Speeding up the process of allocation could make savings in terms of reduced levels of rent loss while housing properties are void. Carbon savings through reduced travel for staff and prospective tenants.
