Notice Description

Provision of a Criminal Justice Outreach Support for people aged 16 and over who need assistance with re-settling into the community. Levels of support will vary depending on individual needs and risk levels but will initially be a minimum of one weekly session once in the community. For those with more intensive needs the Service Provider will provide contact during custody if appropriate and will be an integral part of the risk management and contingency plan in preparation for release. Support is designed to enable Supported Persons to develop skills for independent living; such as: domestic skills, budgeting, literacy, and numeracy, accessing further education or employment and social skills.

The service shall deliver 2,000 hours of outcome focused Criminal Justice Outreach Support per annum for adults aged sixteen and over who need assistance with re-settling into the community. The service shall aim to help Supported Persons towards positive and 'offence free' independent living in the community. The Service Provider shall work in partnership with Aberdeen City Health and Social Care Partnership Criminal Justice Social Work service, Aberdeen City Council, NHS Grampian, Housing Providers, Police Scotland, Scottish Prison Service and other agencies to support, and in exceptional circumstances monitor, individuals in the community. It is expected that the Service Provider will participate in the MAPPA process as required. Levels of support will vary depending on individual needs and risk levels but will initially be a minimum of one weekly session once in the community. For those with more intensive needs the Service Provider will provide contact during custody if appropriate and will be an integral part of the risk management and contingency plan in preparation for release. Support is designed to enable Supported Persons to develop skills for independent living; such as: domestic skills, budgeting, literacy, and numeracy, accessing further education or employment and social skills. Priority will be given to supported persons who have served a custodial sentence and are subject to Release Licence or Court mandated supervision or eligible for voluntary aftercare following release from prison within the last 12 months. Those subject to Community Payback Orders and who are assessed as having higher risk/ needs may also be referred.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015. Note: contract value stated is for 5 year contract term, which includes two 12 month extension options.

Renewal: 36 month contract, plus option of two 12 month extensions.
