This Prior Information Notice (PIN) is in relation to a new framework opportunity to provide a series of shared back office functions and operating platform to support a series of new Council Lotteries across Scotland. The exact number of authorities participating is not finalised at this stage, and may be subject to change. The ELM will deliver all aspects of running the lottery including providing an online platform, ticket payments, prize management, insurance and licensing. The ELM will make arrangements for a lottery on behalf of the local authority and must hold a lottery manager operating licence. The ELM and the local authorities will also need to hold a remote gambling licence to sell tickets by means of remote communication (e.g. internet, telephone). It will be the responsibility of both the participating local authorities and the ELM to ensure that the other party holds the relevant operating licence before they enter into any arrangements regarding the promotion of lotteries.

"description": "Improvement Service envisages publishing a future tendering opportunity acting as the contracting body for a consortium of Scottish Local Authorities. The role of the contracted ELM will have some similarities in scope to that provided for Councils in England, but we are keen that this adapted to the Scottish context, and in particular the intention to share this function across participating Councils. The number of Councils joining the service may increase over time, and we are keen for dialogue with potential providers on how this dynamic can be managed in the contracting process. At this stage, there is an opportunity for interested parties to meet with the Improvement Service (and a core group of councils) to discuss the upcoming framework. We would like to invite suppliers to contact the Improvement Service to arrange a meeting.
