Summary of the contracting process

The Scottish Government has initiated a procurement process for a framework contract titled "Framework for the Provision of Temporary Legal Staff Recruitment Services". This contract is aimed at filling temporary staffing gaps within the legal sectors of the Scottish Government, Scottish Law Commission, and The Office of the Advocate General for Scotland. The procurement is currently at the "Award" stage and was signed on 22nd October 2019, with an initial term of three years that commenced on 1st November 2019 and the possibility of extending to 31st October 2023. The locations for this service delivery are Edinburgh or Glasgow, and the framework contract has a total value of £2,000,000. The procurement method adopted is an open procedure, allowing broad participation from interested suppliers.

This tender represents a significant opportunity for businesses specialising in legal staffing and human resource services, particularly those capable of providing qualified temporary legal staff who have completed necessary background checks. Small to medium-sized enterprises (SMEs) looking to expand their client base within public sector contracts will find this framework particularly relevant, as compliant contractors may gain access to ongoing engagements with the Scottish Government and associated bodies for the duration of the contract. Bidders should be prepared to meet specific eligibility criteria, including demonstrating financial stability and the ability to deliver consistently high levels of service, which further enhances their appeal as reliable partners in this sector.
