The Enterprise and Skills Strategic Board wishes to measure the costs and benefits of investment in post-school education and skills in Scotland. The context for this project is set out in the 15-24 Learner Journey Review where the Scottish Government committed to improving measurement of the return from investment in education and training. The recent creation of the Longitudinal Education Outcomes (LEO) dataset for Scotland is expected to underpin much of this analysis. The LEO dataset includes individual record level data about students who have studied in Scotland, or have undertaken a Modern Apprenticeship in Scotland. It contains information about individuals, such as: - Personal characteristics including gender and ethnic group, - Courses taken and qualifications achieved - Any benefits claimed - Employment and income In collaboration with the Scottish Government, Scottish Funding Council and Skills Development Scotland, the Enterprise and Skills Strategic Board's Analytical Unit wishes to commission expert contractors to undertake econometric and other related work to measure the costs and benefits of this investment, including estimates of benefit-cost ratios (BCR) and return-on-investment (ROI). The project will be overseen by a project steering group consisting of members of the organisations listed above.
