HITRANS wish to commission First Level Control (FLC) support for HITRANS involvement in European Funded Projects. These projects require auditing and confirmation of expenditure claimed by HITRANS through Partner activities for each project. The FLC process is guided by a detailed breakdown of checks that are expected each time a claim for payment is submitted to the Lead Partner. It is presented as a checklist and controllers are welcome to use it in that way, but this is not a requirement if there are nationally approved alternatives for documenting the control process. By signing the FLC certificate, controllers confirm that they are satisfied as to the correctness of the expenditure claimed and thereby that they are satisfied that the beneficiary has met all of the requirements. The FLC will be required to work with HITRANS Partnership Director, Projects and Policy Officer and Office Manager to obtain data in a timely manner and to use documentation in an efficient manner. The European funded projects are: - Interreg North Sea Region G-PaTRA - Interreg North Sea Region MOVE - Interreg North Sea Region Stronger Combined - Interreg North Sea Region SUV - Horizon2020 INCLUSION - Interreg VA SEUPB FASTER (TBC - project pending confirmation) The methodology will largely be set by the relevant European programme for each project. The FLC must complete online training for each of the reporting systems used for the projects, e.g. OMS is used for Interreg North Sea Region projects, and eMS is used for Interreg VA SEUPB.. More detail is provided in the attached tender specification, including more detail on each project and anticipated reporting timelines. Please note that reporting timelines are subject to change and confirmed timelines will be provided on award of the contract where known.

Renewal: A review will take place each year. At the end of the contract it will be decided if the contract is to be renewed.
