Notice Description
The Council's main objectives for this procurement exercise are: to ensure that essential routes are available to the public to use and that there is clear access to the grounds of care homes and residential homes, regardless of weather conditions, in order to avoid risk to lives and damages to properties and vehicles. This framework will be used mainly during the winter months which the Council defines as the 31st of October until the 30th of April each year. These dates may be subject to change on a year-to-year basis depending on weather conditions and any one-off instances of severe weather conditions.

Roads and Footways
Glasgow City Council, Neighbourhoods & Sustainability (NS), are mainly responsible for the Winter Maintenance service within their designated boundaries. Their objective is to ensure that essential routes are available to the public to utilise regardless to the weather conditions in order to avoid risk to lives and damages to properties and vehicles. During periods of prolonged/severe winter weather it is necessary to supplement the council's in-house resources using external contractor(s).
Surrounding Grounds of Care Homes & Residential HomesGlasgow City Council, Health and Social Care Partnership's (HSCP) main objective for this procurement exercise is to ensure that essential access is available to care homes and residential homes which provide services to the most vulnerable people in Glasgow. This will require all car parks and access roads within the grounds to be clear of snow to allow access for emergency vehicles. The council will require one contractor to provide all the required services for five day care units and for seven residential homes. Please note that during the framework period the council reserves the right to add or remove locations. Should the council require locations to be added, this shall be classified as non-core and the contractors will be required to price these "Non-Core" elements

"minimum": "INSURANCES All insurance figures are reviewable by Glasgow City Council for each project being tendered. Glasgow City Council will make the final decision on the level required for each project. There may be an option to require a lower level of insurance cover depending on the risk involved however all changes to the standard insurance requirements must be approved in advance by Financial Services (Insurance Section). Glasgow City Council Insurance Requirements Glasgow City Council's Insurance Requirements are: Bidder shall take out and maintain, throughout the period of the contract, Employer's Liability insurance to the value of at least TEN MILLION POUNDS STERLING (10,000,000) in respect of any one event and unlimited in the period. Bidder shall take out and maintain, throughout the period of the contract, Public Liability insurance to the value of at least FIVE MILLION POUNDS STERLING (5,000,000) in respect of any one event and unlimited in the period. Bidder shall take out and maintain, throughout the period of the contract, Products Liability insurance to the value of at least FIVE MILLION POUNDS STERLING (5,000,000) in respect of any one event and in the aggregate. Motor Insurance: The organisation/consultant shall take out and maintain throughout the period of their services, at least statutory Motor insurance cover as per the Road Traffic Act 1988. The above insurances shall be with an insurance company registered with Financial Conduct Authority (FCA) in the UK, or equivalent body for other EU member states by the council and any organisation shall not sub-let or sub-contract any part of the commission unless the sub-contractor is similarly insured, unless the council agrees otherwise. It is the express responsibility of the lead organisation to ensure this is the case. Should the Bidder not have the specified insurances at the time of tendering then, the Bidder must certify in their response to this ITT that the specified insurance will be obtained"

"reviewDetails": "Precise information on deadline(s) for review procedures: Glasgow City Council must, by notice in writing as soon as possible after the decision has been made, inform all tenderers and candidates concerned of its decision to award the contract. The Council must allow a period of at least the relevant standstill period (where the notice is sent by facsimile or electronic means the period is 10 days ending at midnight at the end of the 10th day after that on which the last notice is sent, when sent by other means the period is 15 days) to elapse between the date of despatch of the notice referred to in Regulation 86 of The Public Contract (Scotland) Regulations 2015 (\"the Regulations\"). The Council is obliged to comply with the Regulations and any eligible economic operator can bring an action in the Sheriff Court or the Court of Session where as a consequence of a breach by the Council, suffers or risks suffering loss or damage.
