Quality Funded Early Learning & Childcare in Dundee
Notice Description
From August 2020, children's entitlement to funded Early Learning & Childcare (ELC) is increasing from 600 hours to 1140 hours. This provision will utilise a Funding Follows the Child approach. Funded hours are free to parents at the point of access. Eligibility for ELC will be determined by the Local Authority but broadly: children will become eligible on the first day of the school term after their third birthday. Children who are two years old and whose parents are in receipt of certain benefits or children who are 'looked after' or the subject of a kinship or guardianship order may also be eligible. All providers delivering the funded hours will have to meet the National Standard, regardless of whether the funded hours are provided by a setting in the public, private or third sectors including provision offered by childminders. The National Standard sets out a clear and consistent set of quality criteria.

See Criteria -https://www.gov.scot/publications/funding-follows-child-national-standard-early-learning-childcare-providers-principles-practice/ The Children and Young People (Scotland) Act 2014, introduced a new concept of integrated ELC recognising the importance of interactions and other experiences which support learning and development in a caring and nurturing setting. The term ELC emphasises the holistic and seamless provision of nurture, care and the development of social, emotional, physical and cognitive skills, abilities and wellbeing. ELC will be delivered in Dundee by multiple providers of various type with quality, flexibility, affordability and accessibility being the underpinning guiding principles All ELC providers will be required to deliver to the same set of national principles and standards which will include a requirement to maintain Care Inspectorate Grades of at least four in all relevant quality themes. The Local Authority may contract existing providers who do not yet meet the quality criteria on Care Inspectorate evaluations, provided that:- The setting must be able to meet all other aspects of the national standard from 1 August 2020. The Local Authority enters into a service improvement period with the setting at the time of the contract being awarded, and The Local Authority believes that the setting has the capacity to improve its Care Inspectorate evaluations by the end of the service improvement period. _________ To assist providers who may not have completed an application to bid for contract opportunities such as this, two short presentation and training sessions have been arranged. You are required to attend one session dependent on what time most convenient for you. During these sessions, representatives from Dundee City Council Children & Families Service and Procurement Teams will discuss requirements for the tender. The Supplier Development Programme (SDP) will provide training on Public Contracts Scotland (PCS), the website used to submit the application to bid for the tender. All Providers welcome regardless of whether they are in the public, private or third sector, including childminders. The key topics to be discussed at the training sessions are: 1. Funding Follows the Child and the National Standard for Early Learning and Childcare Providers: 2. Principles and Practice. This sets out the criteria each provider must meet if they are to become a funded providers and the accompanying Operating Guidance. 3.
