Lot Information
Lot 1
Review the available information and agreement with the Employer on the method and programme for completing the commission and will include the setting up of communication and management protocols. This process will be undertaken in conjunction with open and regular dialogue with the Employer, who will engage fully with the Project Inception process. The commission will generally cover the generation and evaluation of options for the works, which will deliver the required project outcomes, and the refinement through an appraisal process to establish the most appropriate and cost effective option. This process will be undertaken in conjunction with open and regular dialogue with the Employer, who will engage fully with the option generation and appraisal process. The City Deal Business Case/Appraisal requirements follow the Scottish Transport Appraisal Guidance (STAG) principles and criteria; as such the Consultant will be required to apply these principles and criteria throughout the commission. The STAG principles and criteria are the overarching requirements applicable to the commission. Appraise the options against the scheme objectives and develop the economic, and commercial cases in support of the Outline Business Case, to be fully in accordance with HM Treasury: The Green Book; Treasury Guidance. As a guide the Options Generation and Appraisal will broadly cover the services required by DMRB Stages 1 and 2 and STAG. The project is aimed primarily at creating transport efficiencies and resilience, with a view to stimulating economic activity creating journey time savings travelling north to south along the Pan Lanarkshire Orbital Transport Corridor and connectivity to the strategic road network together with improving access to strategic development and other sites. It will also relieve congestion on the local road network. The aim of the Options Appraisal and Generation is to generate a range of options which could possibly achieve the identified project objectives. Due to the scale of the interventions proposed, a broad range of options, including a do-minimum option should be considered before short-listing for detailed appraisal, so that the comparative benefits of each option can be compared with a baseline position. Undertake all associated multi-disciplinary services, audits and reports associated with the above appraisals, including geotechnical investigations, environmental screening/surveying/reporting, traffic modelling, cost estimates, structural/engineering scoping and design together with statutory and public consultation. The Consultant will undertake any necessary discussions with appropriate authorities and stakeholders as required to adequately determine the appropriate mitigation for each option considered. The Consultant will manage, supervise and report on the findings of the intrusive investigations. The preferred option will be based on a comparative analysis of the options considered. The preferred option will be the best possible platform for the economic development required by this City Deal project and will be included in the Outline Business Case.
