Notice Description

Multi-disciplinary consultancy services to assist Glasgow City Council in preparing an Urban Masterplan that will unlock commercial development potential through the formation of a new development platform at Custom House Quay. The project will include alignment and consolidation quay wall works and enhanced public realm works, which reflect the city's aspiration for the creation of a 'River Park', at Custom House Quay, Carlton Place, Central Station Quay/Broomielaw Wharf, Clyde Place Quay and Tradeston Quay.

Multi-disciplinary consultancy services to assist Glasgow City Council in preparing an Urban Masterplan that will unlock commercial development potential through the formation of a new development platform at Custom House Quay. The project will include alignment and consolidation quay wall works and enhanced public realm works at Custom House Quay, Carlton Place, Central Station Quay/Broomielaw Wharf, Clyde Place Quay and Tradeston Quay. The Services required for delivery of this project include, but are not limited to, the following: Design - experienced master planners with strong urban design skills to produce a masterplan that will provide a strategic framework for the works areas; that considers physical, social and economic objectives. - design advice to ensure the quality of the works and finished details as expressed in the landscape of the public space that reflects the city's aspiration for a 'River Park' and enrich the surrounding townscape, enable improved connectivity and accessibility, and provides an attractive environment in which to enable investment and unlock development potential, principally at Custom House Quay. - understanding of site massing and performance; to ensure that the masterplan and site engineering is supported with acoustics, air quality and micro climate modelling for the site as a whole (infrastructure and future development plot parameters). Planning - planning advice to help ensure that all works have gained the appropriate consents and licences (e.g. planning, building warrants, licences and heritage consents). This includes ensuring the appropriate supporting documents are prepared and submitted with any consent needed, such as being able to prepare an Environmental Impact Assessment, and any other required assessments (e.g. Design and Access Statement, Heritage impact Assessment, Equality Impact Assessment). Engineering - engineering advice to help avoid complications during the construction process and ensure the provision of a future developable platform at Custom House Quay. - specialist engineering advice relevant to the delivery of a green infrastructure, urban planting strategy and support increase in land and water biodiversity. Commercial - commercial property advice to ensure the design of the newly formed land platform at Custom House Quay will successfully unlock development potential. Ensuring that the property advice on the commercial strategy informs and strengthens the design masterplan vision and the development quantum has been sufficiently tested in the commercial market. - provide project phasing and delivery strategies to ensure that quality can be maintained through an approach that a) creates developer interest and maximises value across the site b) is able to respond flexibly to the market over a longer term period and c) maximises public use, access to and interest in the site during the early phases of development. - experience of integrating design and commercial development services and agenda; to ensure that it collectively supports the effective development of a compelling and ambitious long term vision.
